About this opportunity
The U.S. Department of State, specifically the U.S. Consulate General in Merida, Mexico, has issued a Special Notice of Intent to Sole Source a preventive maintenance service contract for the NCC Potable Water Treatment Plant. The contract will be awarded to FLUID SOLUTIONS LLC, the original designer and installer of the water treatment system. This sole source procurement is justified under FAR 6.302-2 for unusual and compelling urgency, with the government determining that local vendors are unlikely to meet U.S. government contracting standards. The contract is intended for quarterly and annual preventive maintenance services to ensure the water treatment system's optimal performance and compliance with EPA and State Department standards. The procurement will be executed as a firm-fixed-price contract for one base year with four optional extension years.
The primary objective of this Special Notice is to maintain the potable water treatment system at the U.S. Consulate General in Merida through comprehensive preventive maintenance services. Contractors interested in challenging the sole source determination must submit capability statements within seven calendar days of publication directly to Dennis Monschein at MonscheinDR@state.gov. The selected contractor must have a minimum of 5 years of water treatment experience and provide appropriate certifications. Key requirements include conducting monthly technical water analysis, performing quarterly on-site visits, providing 8 hours of annual operator training, and submitting detailed service reports within 5 business days. The contractor will be responsible for maintaining water quality to specified standards, with the base year chemicals provided by the Consulate and subsequent years requiring the contractor to supply all treatment chemicals. The contract will be priced in Mexican Pesos and executed at the Consulate's location in Merida.
Notice text
The U.S. Embassy Mexico City intends to award a sole-source, firm-fixed-price contract to FLUID SOLUTIONS LLC for preventive maintenance service contract for the NCC Potable Water Treatment Plant. Given this vendor designed and installed the NCC potable water plant, the Contracting Officer has determined that it is in the Government’s best interest to sole source this requirement.
