About this opportunity
The U.S. Consulate General in Merida, Mexico has issued a Special Notice announcing its intent to award a sole-source, firm-fixed-price contract to Fluid Solutions LLC for preventive maintenance services of the NCC HVAC Water Treatment Plant. The notice is published by the Department of State and focuses on quarterly maintenance of a 6,000-gallon closed-loop chilled water system serving four Trane air-cooled chillers. The sole-source justification stems from Fluid Solutions LLC having originally designed and installed the water treatment system, which the Contracting Officer has determined is in the government's best interest. The contract opportunity is classified under the Water Supply and Irrigation Systems NAICS category and will be administered by the American Consulate General in Merida. The notice was posted on December 27, 2024, with plans to award the contract in the first quarter of Fiscal Year 2025.
The primary objective of this Special Notice is to procure comprehensive preventive maintenance services for the consulate's HVAC water treatment system, including quarterly visits and one annual service. Contractors interested in responding must submit capability statements within seven calendar days of publication, with all responses directed to Dennis Monschein at MonscheinDR@state.gov. Eligibility requirements include a minimum of 5 years of water treatment experience, with the ability to provide detailed service reports, conduct water quality testing, and maintain specific chemical parameters such as pH levels between 10.8-12.5 and molybdate concentration of 115-200 ppm. The acquisition will be pursued under FAR 6.302-2 for unusual and compelling urgency, with payment terms of NET 30 days via electronic transfer through the American Embassy in Mexico City. The place of performance is located at Calle 60 Av. Prolongacion Paseo Montejo #1 in Merida, and the contract includes a base year with four potential one-year option periods.
