About this opportunity

The U.S. Consulate General in Merida, part of the Department of State, has issued a Special Notice announcing its intent to award a sole-source, firm-fixed-price contract to WW. GRAINGER, INC. for diagnostic test equipment and tools specifically needed for Building Automation System (BAS) maintenance. The procurement is being pursued under unusual and compelling urgency provisions, with the government determining that a competitive bidding process is not necessary given the vendor's past performance and urgent requirements. The estimated contract value is approximately $27,000, which includes the tools, shipping, and post-related expenses. The sole-source justification is based on 41 USC provisions and the critical nature of the BAS for post-operations. Grainger has been identified as the preferred vendor, being listed on the OBO/FAC/AMT approved vendor list.

Contractors interested in this opportunity are instructed to submit a capability statement within seven calendar days of the notice's publication, with responses to be emailed to Dennis Monschein (MonscheinDR@state.gov) or Mickey Ding (DingMH@state.gov). The government will review any submitted responses and reserve the right to determine whether to compete the requirement based on received capabilities. The tools list includes 35 line items of precision measurement and testing equipment from various manufacturers like Fluke, DeWalt, Klein Tools, and Milwaukee, covering categories such as calibration equipment, fiber optic testers, electrical tools, battery systems, and safety equipment. While this is currently a sole-source procurement, the government maintains flexibility in its approach and will evaluate any potential alternative vendors who can demonstrate the ability to meet the urgent and specific equipment requirements for BAS maintenance.

Notice text

The U.S. Consulate General in Merida intends to award a sole-source, firm-fixed-price contract to WW. GRAINGER, INC., for diagnostic test equipment and tools for the Building Automation System maintenance, approved by OBO/FAC/AMT log. Given the unusual and compelling urgency of the request, and the vendor’s past performance, the Contracting Officer has determined that it is in the Government’s best interest to sole source this requirement.
