About this opportunity
The Department of Homeland Security's U.S. Immigration and Customs Enforcement (ICE) has issued a Notice of Intent regarding a sole source contract modification for the Port Isabel Detention Center located in Los Fresnos, Texas. ICE's Office of Acquisition Management, on behalf of Enforcement & Removal Operations, intends to award a sole source modification to the existing Indefinite Delivery Indefinite Quantity contract number 70CDCR22D00000002 held by Akima Infrastructure Protection, LLC. The modification will provide on-call stationary guard support services to operate and manage the detention facility. This notice is explicitly not a request for proposals or quotes, but rather an announcement of the government's intent to proceed with a sole source award. The contract falls under NAICS code 561612 for Security Guards and Patrol Services and is designated as a Competitive 8(a) set-aside opportunity.
The government's objective is to secure continued guard services for the Port Isabel Detention Center through a sole source modification, justified under FAR 6.302-1 due to market research indicating that only Akima Infrastructure Protection can meet the requirements within the necessary timeframe. Interested parties who believe they can fulfill this requirement may submit responses by email to Genna.Braden@ice.dhs.gov no later than 9:00 AM Eastern Standard Time on July 1, 2025, with the specific subject line "Response to Notice of Intent 70CDCR22D00000002 - PIDC Sole Source Modification." All submissions must demonstrate the contractor's capability to provide the required services at no cost to the government, and telephone communications will not be accepted. The government reserves the right to cancel the sole source award and will use the information received solely to determine whether future competitive procurement would be in the government's best interest. No solicitation documents will be provided in response to this notice, as it serves only as a market research tool for potential future competitive opportunities.
