NOTICE OF INTENT TO SOLE SOURCE
NIST Small Chamber Emission Testing System Service
Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Arcadis U.S., Inc. located at 630 Plaza Drive, Highlands Ranch, CO 80129. The purchase order will be for small chamber emission testing system services for a one-year base period and up to four one-year optional periods.
Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811219 – Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $22 Million.

Sole Source Determination
The sole source determination is based on the following:
The NIST Indoor Air Quality and Ventilation Group uses a computer-controlled small chamber emission testing system and a mobile sampling cart. These systems require routine maintenance and ad-hoc service to perform at full operational levels, maintenance required including software updates. Both the emission testing system and mobile sampling cart were custom built for NIST by Arcadis U.S., Inc. using commercially available products. The emission testing system is controlled by a proprietary software program developed by Arcadis U.S., Inc. and the mobile sampling cart must be calibrated to work with the emission testing system. As Arcadis U.S., Inc. designed and built both systems, and the software for the emission testing system is proprietary to Arcadis U.S., Inc., only this contractor is capable of providing the required maintenance services. Use of any other contractor would jeopardize systems functionality and on-going research activities.

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.
Any questions regarding this notice must be submitted in writing via email to Ms. Lauren Roller, Contract Specialist, at Lauren.Roller@nist.gov. All responses to this notice of intent must be submitted via email to Lauren.Roller@nist.gov so that they are received no later than June 8, 2020 at 10:00 AM Eastern Time.
Each response should include the following Business Information:

- Contractor DUNS
