Statement of Work NIST Small Chamber Emission Testing System Service
A. BACKGROUND INFORMATION
As new and more technical products are developed for construction of homes and their furnishings, the chemical emissions from these materials are becoming a concern for human health. NIST aims to lead in the development of research standards, including emission rate standards, to test emissions from products used to build and furnish homes.
To address this goal, the NIST Indoor Air Quality and Ventilation Group uses a computer-controlled small chamber emission testing system. The system is used to develop standard emission vessels and to quantify the emission of formaldehyde and other chemical emissions from building and furnishing materials. The system provides two 50 L chambers with air at constant flow rate and relative humidity along with recording the temperature, pressure and relative humidity. Flow rates and relative humidity are dynamically controlled via four interconnected mass flow controllers. The exhaust of each of the two chambers can be automatically individually sampled or sampled via a combined flow. In addition, NIST operates a four-channel mobile sampling cart to accurately acquire thermal desorption in indoor environments. The cart consists of a sampling pump, system controller and four mass flow controllers.
Both the chamber emission testing system and mobile sampling cart were custom built for NIST by Arcadis U.S., Inc. using commercially available products. The emission testing system is controlled by a proprietary software program developed by Arcadis U.S., Inc.
B. PURPOSE AND OBJECTIVES
The purpose of this acquisition is to obtain support services for NIST’s small chamber emission testing system and mobile sampling cart system. This shall include software maintenance and enhancements as well as general maintenance and repair support. The Contractor is not responsible for providing parts for repair support but shall be responsible for identifying hardware issues and the parts required to resolve those issues, as well as for performing the actual repairs.
The instruments and systems to be covered are identified in Table 1 below. All equipment is fully operational. This is a sole source requirement.

C. REQUIREMENTS
The services described below are required for the instruments and systems identified in Table 1 of this Statement of Work.
1. System Software Maintenance and Enhancements The Contractor shall provide all software repair patches and firmware upgrades for the purposes of instrument optimization not later than 90 days after any such upgrade is released. The Contractor shall install, or provide instruction to NIST technical personnel if NIST technical personnel can install, software repair patches and firmware (code held in the non-volatile memory of the instrument) upgrades without compromising system performance. If Contractor installation is necessary to ensure proper performance, prior to completion of the installation the Contractor shall test the equipment, review the equipment’s performance, and take whatever steps are necessary to ensure the equipment is fully functioning.
The Contractor shall also calibrate the mobile sampling cart once per year. The chamber emission testing system will not be calibrated under the contract.
2. Maintenance and Repair Support The Contractor shall provide maintenance and repair support for the emission testing system instruments and mobile sampling cart located at NIST in Gaithersburg, MD.
a. Annual Maintenance Visit The Contractor shall provide one annual on-site preventive maintenance visit per year at the NIST Gaithersburg, MD campus. Preventative maintenance shall include, all services necessary to keep the equipment running at full operation, excluding provision of replacement parts. Calibration of equipment is included. The Contractor shall identify, and notify NIST, of any parts which require replacement in order for the systems to be fully operational. NIST will procure replacement parts separately as needed and the Contractor shall perform the repair(s) at a mutually agreeable time.
All travel, labor, and supplies (excluding replacement parts and consumable items) necessary for performance of the annual maintenance visit shall be the responsibility of the Contractor.
The annual maintenance visit shall be performed within NIST’s normal operation hours of 8:30 AM through 5:00 PM in the time zone appropriate to Gaithersburg, MD. The visit shall be scheduled at least 30 days in advance with the NIST Technical Point of Contact (TPOC), unless a shorter lead time is approved by the TPOC. The annual maintenance visit may be made at the same time as a Technical Dispatch Visit / Service Call if such a visit occurs within one month before the annual maintenance visit.
b. Technical Dispatch Visits / Service Calls The Contractor shall respond to an unlimited number of requests for on-site service in the event of instrument failure which requires immediate service. The Contractor shall provide all travel, labor, and supplies (excluding any replacement parts and consumable items) required to return the instrument to full operation.
If replacement parts are required, the Contractor shall identify them and notify NIST. NIST will procure replacement parts separately as needed and the Contractor shall perform the repair(s) at a mutually agreeable time. If the Contractor is unable to resolve a problem during a Technical Dispatch Visit / Service Call, the Contractor shall provide telephone support and on-site support as needed to expedite a solution for NIST.
The Contractor shall respond to service calls Monday through Friday, during NIST’s regular business hours (8:30 AM ET – 5:00 PM ET), within 10 business days or less after the service call is placed, unless otherwise agreed to by the TPOC No weekend or Federal Holiday service visits shall be required.
Any parts or components permanently removed from the systems during a Service Call shall become the property and responsibility of the Contractor unless otherwise agreed to in writing; the Contractor shall remove such parts from the NIST campus at the time of the service call, or provide shipping instructions so that NIST may return the parts to the Contractor within three days after the service visit is completed. The Contractor shall assume all charges and liability for any such shipments.
c. Telephone and Email Support The Contractor shall provide unlimited telephone and email support for the covered equipment from 8:30 AM through 5:00 PM. Response time for telephone requests shall be less than 24 hours. Response time for email requests shall be less than 24 hours.
d. Service Technician Minimum Requirements Service shall be provided by a technician that has at least 15 years of experience developing and maintaining small emission testing chamber systems. The technician shall have at least 15 years of experience with wiring and troubleshooting Opto 22 control electronics, chamber plumbing and electronically controlling Aalborg mass flow controllers, and programming emission control software.
e. Scope of Work Communications Any work that is beyond the scope of this Statement of Work (for example if equipment is found by the Contractor to not be fully operational at time of work commencement, or any other circumstances which would require increase in cost or price) shall be immediately brought to the attention of both the NIST Technical Point of Contact and Contracting Officer for review. Work beyond the scope of this Statement of Work shall not be performed without written authorization from a NIST Contracting Officer.
D. FACILITY ACCESS REQUIREMENTS
Routine access to Government facilities is not required. Contractor personnel requiring access to NIST facilities for preventative maintenance visits shall present acceptable identification as appropriate for the NIST Security Office.
E. GOVERNMENT FURNISHED PROPERTY
The Government will provide visitor’s access to the NIST facilities and systems as needed during the performance of this requirement. NIST will also supply the vendor with remote access to the NIST supplied Windows 10 computer associated with the system/equipment upon award of the contract.
F. PERIOD OF PERFORMANCE
The purchase order shall have a one-year base period and four (4) subsequent one-year options as follows:
Base Period: October 6, 2020 through October 5, 2021 Option Period 1: October 6, 2021 through October 5, 2022 Option Period 2: October 6, 2022 through October 5, 2023 Option Period 3: October 6, 2023 through October 5, 2024 Option Period 4: October 6, 2024 through October 5, 2025
G. PLACE OF PERFORMANCE
The primary place of performance shall be the Contractor’s site as most support shall be provided via telephone or electronically. The annual maintenance visits and any technical dispatch visits shall take place at the NIST Gaithersburg, MD campus.
