Proposals must be submitted via the electronic Contract Proposal Submission (eCPS) website (https://ecps.nih.gov) no later than Monday, July 16, 2018 at 3:00 P.M. Eastern Time. Proposals submitted by facsimile, e-mail, or hard copy will not be accepted. An official authorized to bind your organization must sign the proposal.
Offerors are solely responsible for submitting proposals in a timely manner. Please note that creating an account to submit may take up to three (3) business days. Please plan accordingly. Additional instructions on how to submit a proposal via eCPS can be found at https://ecps.nih.gov/home/howto and in Attachment 01.

The National Institute on Drug Abuse (NIDA) plans to solicit proposals under total small business set-aside procedures from qualified small business organizations having the capability to provide services for the management, oversight, and logistical support of the NIDA International Research and Training Support Program. Specifically, the project requires the following tasks:
(1) administering fellowships and exchange programs;
(2) providing technical expertise services and orientation process services to international visitors who wish to learn more of NIDA's research;
(3) facilitating regional, binational, and international works and symposiums; and
(4) promoting technical and scientific information dissemination and exchange through targeted messages and special dissemination processes.
This is a re-competition to Contract Number HHSN271201300045C titled "International Research and Training Support." NIDA anticipates the award of a single cost-reimbursement contract for a period of performance of one base year plus four option years with additional option quantities.
NOTICE
RFP No. NIHDA201800023 will be available electronically on or about 15 days from the date of this posting. You can access the RFP through the FedBizOpps (URL: http://fedbizopps.gov) or through the NIDA website (URL: http://www.drugabuse.gov/funding/funding-opportunities/nida-requests-contract-proposals-rfps). All information required for the submission of a proposal will be contained in or accessible through the RFP package. Responses to the RFP will be due 30 days from the release date. NIDA anticipates an award on or before September 21, 2018. NIDA will only consider proposals submitted by responsible offerors who are small businesses under NAICS 541715.
Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons or organizations may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
