About this opportunity

This Special Notice from the Department of the Army Medical Command intends to award a sole source contract to Neuronetics, Inc. for the procurement of Neurostar Transcranial Magnetic Stimulation Treatment Sessions. The treatment packs are used with Neurostar chairs currently in place at Eisenhower Army Medical Center for a non-drug, non-invasive treatment using magnetic pulses to stimulate brain areas underactive in depression.

The notice seeks to negotiate and award the contract to Neuronetics under the authority that only their proprietary treatment packs are compatible with the MTF's existing Neurostar equipment. Interested parties could identify their capability to the requirement by March 26th, however no competitive quotes are solicited as this is a sole source procurement. The NAICS code is 334510 and size standard is 1250. Eligible contractors would need to demonstrate their treatment packs are also compatible with the MTF's Neurostar chairs to be considered as an alternative source. No phone inquiries will be accepted, only emails to the point of contact by the March 26th deadline.

Notice text

The US Army Medical Command, Regional Health Contracting Office – Atlantic, Gordon Health Contracting Branch intends to negotiate and award a sole source contract for the procurement of Neurostar Transcranial Magnetic Stimulation Treatment Sessions to Neuronetics, Inc., 3222 Phoenixville Pike, Malvern, PA 19355

This proposed procurement is intended to be awarded under the authority of FAR 13.106- 1(b) (1) (i): Only one source reasonably available.

Sole source determination is based on the fact that Neurostar Transcranial Magnetic Stimulation Treatment Sessions are proprietary to Neuronetics Inc. as only Neurostar chairs (currently in place at Eisenhower Army Medical Center) can be use with the proprietary treatment packs needed for the treatment sessions. Compatibility with the MTF’s current equipment and cost to purchase new equipment will unnecessarily result in redundancy.  The treatment packs are a non-drug non-invasive treatment that use magnetic pulses to stimulate areas of the brain that are underactive in depression.

The North American Industry Classification System (NAICS) code for this acquisition is 334510 Electro-medical and Electrotherapeutic and the size standard is 1,250.

No solicitation package will be issued. This notice is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. Inquires will only be accepted via email to raymond.e.hulse.civ@mail.mil.  The government will consider responses received by 1:00 p.m., EST, 26 March 2021. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
