About this opportunity

The Department of State is seeking quotations for preventive maintenance services for two OTIS GEN2 traction machine room-less elevators at the U.S. Embassy in Panama City through solicitation 19PM0725Q0016. The contract requires comprehensive maintenance including monthly inspections, 24/7 emergency response, parts replacement, safety testing, and compliance with ASME A17.1, ASME A17.2, International Mechanical Code, and International Building Code standards. Offerors must be registered in the System for Award Management (SAM) database and submit electronic quotations in MS-Word, MS-Excel, or PDF format with a maximum file size of 30MB. The government intends to award to the lowest-priced, acceptable, responsible quoter based on initial quotations without discussions, though discussions with companies in the competitive range may occur if needed. The original quotation deadline of July 7, 2025 at 5:00 p.m. local time was extended to July 15, 2025 at 5:00 p.m. EST, with a mandatory site visit scheduled for June 23, 2025 at 10:00 a.m. requiring advance coordination with Mr. Reinel Arcia.

This solicitation has no set-aside designation and is unrestricted competition, with no mention of incumbent contractors or current service providers. The contract structure includes a base year with two one-year optional periods, though specific award values or budget ranges are not disclosed in the solicitation documents. The elevators are 20 years old, have a capacity of 1,800 kg (4,000 lbs), travel at 1.75 m/s, and serve 5 floors with special operations including independent service, tenant security, and fireman's emergency modes. The most recent technical inspection was conducted on April 11, 2024, and the facility currently operates without an active maintenance contract. Performance will take place at the U.S. Embassy in Panama City, Panama, with contractor access to the machine room from the 4th floor and pit access from the basement, supported by building personnel for after-hours access when needed.
