SYNOPSIS NAS Fallon, NV
The Defense Logistics Agency (DLA) Energy anticipates issuing a Request for Proposal (RFP) within the next 15 days for non-personal, Government-owned, Contractor-operated (GOCO) Aircraft Refueling, Aviation & Ground Fuel Services, and Storage & Distribution services at Naval Air Station (NAS) Fallon, NV. The services include management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of NAS Fallon, NV.
Vendor must provide all personnel, equipment, fuel servicing vehicles, tools, materials, supplies, and supervision necessary to receive, maintain, store, sample and test, internally transfer and issue petroleum products. Vendor will be responsible for all fuel-servicing operations and safeguarding facilities, equipment, and fuel products under its control during normal and adverse conditions. Vendor will provide direct refueling, portable pantograph refueling, defueling, managing off-station fuel services, issuing and receiving to bulk storage, refuelers, and commercial tanker and fixed direct refueling systems. In addition, vendor will perform bulk fuel operations, system inspections, operator/system maintenance, quality surveillance, inventory accountability and safeguarding fuel supplies under its control during normal and adverse conditions 24 hours a day, seven days a week, year round (24/7). Contractor furnished fueling vehicles are required and any other items listed in the Performance Work Statement (PWS) on behalf of DLA Energy, in support of the Department of Navy.

This acquisition will be Full and Open Competition (unrestricted).
A best value acquisition strategy using the Lowest Price Technically Acceptable process in accordance with FAR 15.101-2 will be used for this acquisition.
DLA Energy will award one Firm-Fixed Price contract. Contract awarded will be subject to FAR 52.222-41, Service Contract Act of 1965. The North American Industry Classification System (NAICS) Code is 493190, and the size standard is $27.5 million.
The expected period of performance is from April 1, 2022 through March 31, 2026 (four-year base period), April 1, 2026 through March 31, 2031 (five-year option period) and an option to extend for no more than six-months from April 1, 2031 to September 30, 2031.
