Specifically, the agency seeks the repair of three units of an aircraft actuator (NSN 7RH 1680 015554535, Part Number 41011820-105) designated for the H1 platform. This procurement is being conducted under 10 U.S.C. 2304(c)(1) authority, which permits noncompetitive procurement when only one responsible source can satisfy agency requirements. While the government intends to award to a single approved source, all responsible sources may submit capability statements, proposals, or quotations within 15 days of this notice's publication for government consideration in determining whether to conduct a competitive procurement. The solicitation is expected to issue on April 27, 2026, and all submissions must be made electronically to the contract specialist, Amanda Sweeney, at amanda.m.sweeney4.civ@us.navy.mil, as no telephone requests or hard copies will be accepted.

This procurement carries no small business set-aside designation. Firms not already approved to manufacture this material must submit a Source Approval Request (SAR), though the procurement will not be delayed to accommodate such approvals. The notice does not disclose the contract award value or estimated budget range for the repair services. The quantity requirement is limited to three actuator units for repair. Interested contractors should note that this pre-solicitation notice represents the government's intent to solicit a sole source contract, and the deadline for proposals and capability statements is 15 calendar days from the notice publication date of April 10, 2026.
