About this opportunity
This solicitation seeks to procure hardware, software, and related materials to outfit multiple purpose reconfigurable training system three-dimensional laboratories for the Naval Undersea Warfare Center in Rhode Island and Washington, Portsmouth Naval Shipyard in New Hampshire, Naval Submarine School in Connecticut, and Submarine Learning Facility in Virginia. The Department of the Navy Naval Air Systems Command requires vendors to meet the specifications for thirty client computers, four servers, and associated equipment listed in the bill of materials attachment by the proposal deadline of August 14, 2020. Awards will be made based on the lowest price quote that meets delivery timelines between forty-five to sixty days after award and satisfies technical requirements.
The set-aside is only for small businesses under NAICS code 334111 for electronics and precision equipment repair and maintenance. The bill of materials identifies twenty-six items including desktops, monitors, networking gear and accessories totaling over $250,000 to establish fifteen, nine, four and two station labs at locations across the United States. Delivery and installation must be coordinated with each facility. The statement of work further specifies requirements for the contractor to inspect, test, and replace any damaged equipment procured according to the procurement and shipping procedures defined in the attachments.
Notice text
The purpose of this procurement is to acquire materials for the Naval Undersea Warfare Center (NUWC) in RI, Portsmouth Naval Ship Yard (PNSY) in NH, Naval Submarine School (NSS) in CT, Naval Undersea Warfare Center (NUWC) in WA, and Submarine Learning Facility (SLF) in VA. The required materials (descriptions, specifications, part number, and quantities) are identified in the Attachment 2 – MRTS 3D Lab Materials Address List Price, which allows for micro-processor variants (e.g. AMD or Intel) after an approval. Configuration control is of significant importance, as the current environment and support structures (e.g., classroom dimensions, connectivity, environmental controls, utility capacity, etc.) cannot be altered without significant additional expense (cost and schedule) or negatively impacting training capacity.
