Notice text

USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to EDDY Pump Corporation, 15405 Olde Highway 80, El Cajon, CA 92021-2409, to acquire services for the modification of the Mini Robotic Submersible Dredge (MRSD).  The first prototype was built by EDDY Pump for the Coastal and Hydraulics Laboratory.  EDDY Pump has unique and proprietary knowledge about this system and its control elements.  Changes will be made to the Hydraulic Power Unit (HPU).  The changes include adding a Track system to the HPU and adding a new pump to the HPU to accommodate the track system propulsion.  The control system has to be updated to allow for control of the additional pump.  Specific task include:

  • Integration of the HPU and Umbilical Reel with the Track System through the Carriage assembly.

  • Upgrade the Belly Box controller to accommodate single use and dual use capability to control the HPU and the MRSD.

  • Add an additional hydraulic pump to the HPU for supplying power to the track system for the HPU.

  • Integrate a control valve bank into the HPU for controlling the track assembly and the recovery winch.

  • Supply and integrate the recovery winch into the HPU carriage assembly.

  • Provide technical support for system testing of new track assembly and integration effort.

All services must be completed no later than 30 March 2020.

This Notice of Intent is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This is not a request for competitive quotes or proposals and no solicitation is available.

This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 333914, Measuring, Dispensing, and Other Pumping Equipment Manufacturing, with a Small Business Size Standard of 750 employees. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the service as outlined above. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.  A request for documentation will not be considered as an affirmative response. If no responses are received within seven calendar (5) days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. Interested parties may submit their capabilities statement for consideration by the Government to stacy.d.thurman@usace.army.mil.
