Update #2 ·
This is a notice of intent from the Naval Air Systems Command, Patuxent River, MD, to issue cost type/fixed type contracts on an other than full and open competition basis, with Northrop Grumman Systems Corporation, San Diego, CA to provide a quantity of 40 MQ-8C Endurance Upgrade aircraft through FY2022. PMA-266 has received authorization to increase the quantity from an initial 28 aircraft due to the transition from being classified as a Rapid Deployment Capability to a Program of Record. Northrop Grumman is the sole developer and manufacturer of the current MQ-8B VTUAV system, as well as the MQ-8C Endurance Upgrade, aircraft. Accordingly, Northrop Grumman is the only firm able to meet this requirement as the Government does not own the technical data required to compete this requirement without incurring substantial duplication of costs. Small businesses interested in subcontracting possibilities may contact Northrop Grumman, Ms. Vicki Harper-Hall, at (310) 331 3824. This synopsis is for informational purposes only.
Update #1 ·
This is a notice of intent from the Naval Air Systems Command to issue a cost type/fixed type contract on an other than full and open competition basis, with Northrop Grumman Systems Corporation, San Diego, CA to provide a quantity of 28 Rapid Deployment Capability (RDC) aircraft . The fielding of the RDC is required by 1Q FY2014 based on Special Operations Forces Joint Urgent Operational Needs Statement (JUONS) dated 28 July 2011. This requirement includes an airframe replacement to the existing maritime ship-based Vertical Take Off and Landing Tactical Unmanned Aerial Vehicle (VTUAV) MQ-8B system to support a RDC. The contract will include development of the endurance modifications, integration to the existing ship installed VTUAV Ground Control Stations (GCS), Tactical Common Data Link (TCDL), Unmanned Common Automatic Recovery Systems (UCARs) and UHF/VHF Secondary Data Link Systems, modification of VTUAV logistics and Navy training, building and testing of the aircraft and updating Navy Maintenance and Reporting tools. Northrop Grumman is the sole developer and manufacturer of the current MQ-8B VTUAV system. Accordingly, Northrop Grumman is the only firm able to meet the required JUONS timeframe of deploying the RDC by utilizing existing avionics, software and other shipboard equipment. Small businesses interested in subcontracting possibilities may contact Northrop Grumman, Ms. Sally Hagar at (858) 618-5338. This synopsis is for informational purposes only. See numbered note 22.
