Solicitation N66604-19-Q-1833 is hereby released.

This solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet.

This solicitation is for noncommercial services prepared in accordance with the format in FAR Part 13 as supplemented with additional information listed in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This is being announced as a sole source requirement under the authority of FAR 6.302. The North American Industrial Classification System (NAICS) Code is 541330 with a Small Business Size Standard of $38.5 million, as concurred with by the NUWCDIVNPT Office of Small Business Program.

This notice is not a request for competitive quotes. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) purchase order to Raytheon Company for technical services that are required to perform engineering analysis, torpedo performance assessments, design change recommendations, and recommendation for improvements to the MK54 MOD 2 Lightweight Torpedo (LWT) program. Raytheon developed the existing MK54 MOD0 LWT and is the only contractor with the technical expertise from the current MK 54 programs to provide the analysis of the future system requirements allocation and design approach implications.

A determination by the Government not to compete this proposed purchase order based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must contain complete product information and prices (to include labor categories and hours proposed, and any material or other direct costs).

The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9.
