The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to Redstone International Inc. for services to drill a total of four holes at varying depths below the surface at the Consol Energy Enlow Form Mine Site in Claysville, PA for the installation of an inclinometer system. These services require the mobilization of equipment, the drilling of holes between 175 feet to 475 feet below the surface, and the installation of the separately purchased Durham Geo Slope Indicator (DGSI) inclinometer system. Training by DGSI to install the complex DGSI in-place inclinometer system is required. Compliance with all on-site safety policies and all applicable Mine Safety and Health Administration (MSHA) regulations is required as well as cooperation with all on-site hazard/safety training and procedures, including making all personnel and equipment available for inspection at any time while entering, leaving, or working at the site. Knowledge and adherence to local/township, state, and federal rules and regulations, including local regulations governing highway usage and environmental permits for the area, is required. Knowledge of the typical geological strata of the area is also required.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
