About this opportunity

The U.S. Coast Guard seeks two MH-65E Transmission Decks (Part Number 365A21-3365-0154, NSN 1560-01-HS3-4042) via RFQ 70Z03826QB0000102, with quotations due May 27. The procurement is an 8(a) sole source, with anticipated award to Airbus Helicopters, Inc., though all responsible sources may submit quotations.

Delivery is by May 29, 2026, FOB Destination to USCG Aviation Logistics Center in Elizabeth City, North Carolina. All parts must originate from Airbus Helicopters (Ets De Marignane, Cage Code F0210) or OEM-approved sources with clear, complete, documented, and auditable traceability to the OEM. Parts must be approved per FAA guidelines to ensure aircrew safety. The NAICS code is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing); PSC is 1560 (Airframe Structural Components).

The Coast Guard conducted market research in January 2026 and determined no alternative sources exist capable of providing OEM traceability required by 14 CFR and FAA standards. Airbus Helicopters, Inc. is the only OEM-authorized North American distributor. No FAA Production Management Approvals (PMA) currently exist for suitable alternatives. The justification for sole source procurement rests on 10 U.S.C. § 3205 and RFO 6.103, citing the transmission decks as flight-critical safety components.

Evaluation will assess technical acceptability on the offeror's ability to provide new manufactured commercial items from the OEM or OEM-approved source, rated as either "Acceptable" or "Unacceptable." Award will be firm-fixed-price based on fair and reasonable pricing. Quotation prices must remain firm for 60 calendar days from the receipt date. Funding is FY 2026 OB3A (Reconciliation – SRR ICP).

Notice text

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QB0000102 is issued as a request for quotation (RFQ).
