About this opportunity

The National Aeronautics and Space Administration Goddard Space Flight Center intends to issue a new work modification to an existing contract with Techno-Sciences LLC for additional sustainment, maintenance, and modernization activities for the NASA GSFC Search and Rescue Lab Medium Earth Orbiting Local User Terminal ground station.

The modification seeks to increase funding by $2.2 million to support hardware and software maintenance and repair, operational technical support, and ground segment modernization including evaluating future ground, space, and user segments. Interested parties are invited to submit capabilities and qualifications by August 3, 2023, to be considered for conducting the procurement on a competitive basis. However, NASA/GSFC may issue the non-competitive modification to Techno-Sciences LLC who currently maintains proprietary knowledge as the incumbent. The modification aims to ensure critical support continues for the MEOLUT processor system and subsystems, which are essential to Search and Rescue Satellite-Aided Tracking and developing related future technologies.

National Aeronautics and Space Administration(NASA) Goddard Space Flight Center’s (GSFC) Office for Program Support (Code 176.1) intends to issue a new work modification to contract 80GSFC20C0111 with Techno-Sciences (TSi), LLC located in Lanham, MD for additional sustainment, maintenance, and ground station modernization and enhancement activities for the existing NASA GSFC Search and Rescue Lab (SARLab) Medium Earth Orbiting Local User Terminal (MEOLUT) ground station and associated hardware/software enterprises.  This new work modification will increase the Indefinite Delivery Indefinite Quantity (IDIQ) maximum ordering value by $2.2M.

NASA GSFC requires additional hardware and software maintenance and repair of the MEOLUT processor system and subsystems including MEOLUT antennas 5 and 6, MCCNet, RCCNet, and other associated MEOLUT systems.  In addition, NASA GSFC requires additional operational Search and Rescue Satellite-Aided Tracking Operational MEOLUT technical support along with MEOLUT ground segment modernization and enhancement including support for evaluation/development of future ground, space, and user segments of the SARSAT architecture.

It is critical the contractor delivering the hardware and software support required has a full understanding of hardware and software of the MEOLUT processor system and subsystem in order to perform needed maintenance and repairs.  TSi possesses the knowledge and expertise to successfully maintain and repair GSFC SARLab MEOLUT hardware and software, as well as continual maintenance of proprietary and company-specific MEOLUT infrastructure. 

It is also critical the contractor possesses the knowledge and expertise in operational technical support and modernization and upgrades in order successfully perform activities such as supporting investigations into anomalies in the Search and Rescue services that are carried by satellites, monitoring performance of the ground segment of search and rescue subsystems interfacing with MEO spacecraft, supporting the evaluation of new technology to allow the production and use of advanced emergency beacons, or the development of enhancements such as applications of new coding techniques, modulation techniques, bi-directional communication, advanced antennas, and spread spectrum techniques.  TSi possesses the unique knowledge and expertise to fulfill NASA GSFC requirements in operational technical support and ground station modernization and enhancements.

NASA/GSFC intends to issue the new work modification on a non-competitive basis to TSi, LLC, in accordance with 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m., Eastern Standard Time, on August 3, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The decision on whether to compete or not compete this proposed effort is solely within the discretion of the Government.
