About this opportunity
The Federal Aviation Administration seeks proposals for two Medium Mobile Air Traffic Control Towers to rapidly deploy and restore air traffic control functions when fixed towers are unavailable. Offerors must provide the mobile tower structures and integrated electrical, lighting, fire detection, braking, suspension, and towing systems. Proposals are due by July 29, 2021 and will be evaluated based on past performance and technical approach. All questions must be submitted by July 22, 2021.
There is no set-aside designation. The solicitation is anticipated to result in a firm-fixed price contract for a minimum of two towers to fulfill FAA's need for temporary air traffic control facilities. No incumbent is identified. The place of performance will be at sites selected by FAA when fixed towers are out of service. Offerors must be registered in the System for Award Management and have experience supplying similar mobile tower systems, as demonstrated through their proposal and past performance questionnaire responses.

The Federal Aviation Administration (FAA) has a requirement is for Medium Mobile Air Traffic Control Towers (MMATCTs) with the ability to rapidly deploy, and quickly restore, augment, or replace air traffic control functions when a fixed air traffic control tower (ATCT) is either out of service, does not exist, or is going to be taken out of service. This acquisition will solely consist of the MMATCT structure and the integrated systems that are required for any mobile trailer which would be inhabited when parked. The integrated systems include the electrical, lighting, fire detection/alarm, brakes, suspension, towing, etc. THERE WILL NOT BE A REQUIREMENT TO PROCURE, DESIGN, SUPPLY OR INSTALL ANY AIR TRAFFIC CONTROL RELATED ELECTRONIC EQUIPMENT WITH THIS ANTICIPATED PROCUREMENT.
The SIR/RFP is being posted in accordance with FAA Acquisition Management Policy, Section 3.2.1.3.11 Public Announcements. Review all attachments pertaining to this solicitation prior to submitting a proposal. This announcement is not intended to guarantee procurement of the services, and shall not be construed as a commitment by the Government to enter into a contract. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses for this announcement and will not reimburse any firm for costs incurred in responding to this public announcement.
All questions regarding the SIR must be submitted in writing to Ms. Thuylinh TranNguyen at thuylinh.t.trannguyen@faa.gov. All questions must be received no later than July 22, 2021 by 1500 EDT. Questions received after 1500 EDT on July 22, 2021 will not be considered.
Proposals are due no later than August 13, 2021 by 1500 EDT. Any proposal received after 1500 EDT on August 13, 2021 will be considered non-responsive and will not be eligible for award.
To be considered for award of this requirement, the offeror must have a current/valid registration in the
Systems for Award Management (SAM) database website: www.sam.gov. To be eligible for award, the offeror must submit a proposal in accordance with Section L and Section M of this SIR.
