1. Section L.4 Factor 6(b) is modified to state the following and supersedes all previous versions in its entirety:
The Offeror must submit at least two (2), but no more than six (6) examples of corporate experience. The Offeror must demonstrate relevant experience under contracts currently being performed or performed within the past five (5) years from the date of this SIR that are similar in size and scope described in Attachment J1. The description must include the contract number, contract value, project title and description of the work.

Q1. The requirement in Factor 6: Part E – Corporate Experience requires offerors to submit examples of relevant experience “within the past two (2) years from the date of this SIR”, while Factor 7: Part F – Past Performance requires Past Performance Surveys for projects within the last five (5) years. Can you please adjust the requirement in Factor 6 to allow us to submit relevant projects in the last five (5) years so we can adequately detail the same projects we are using for Past Performance Surveys?
R1. Section L Factor 6 Part E is updated to reflect relevant experience within the past five (5) years from the date of this SIR.
Q2. We are encountering some delays with our supply chain and our vendors need additional time to quote the components that will be required for the MMATCT. We respectfully ask for a two week extension to the proposal due date so we can obtain the best and most accurate pricing.
R2. The proposal due date was extended an additional two weeks from the original due date. The proposal due date cannot be extend again due to funding limitation.
Q3. Is it possible to get an extension to allow us to finalize our bid?
R3. See response 2.
Q4. Can you extend the range for past performance from 5 years to 6 years?
R4. Past performance experience must be within the last 5 years.
Q5. Can the prime be the considered as the owner for the past performance of a subcontractor or must the prime be the actual owner of the proven past performance?
R5. Section L Factor 7 Part F Past Performance states the following:
Q6. The subcontractor providing engineering design and support is not American. Does this comply with the Buy American Act?
R6. The Buy American Act does limit design to American. To comply with the Buy American Act, the components to produce the asset and the asset itself must be produced within the United States. Please reference 3.6.4-2 Buy American Act – Supplies and 3.6.4-5 Buy American – Steel and Manufactured Products.
Q7. What portion of the project must be executed by the prime contractor?
R7. It is preferred the prime contractor must perform work for at least 50% of the cost of the project, not including the cost of materials.
Please note the closing date for questions is July 22, 2021 at 1500 EDT.
