Therefore, additional time is required by the Government to completely assess the feedback and comments. Added: Dec 07, 2012 1:21 pm Modified: Jun 14, 2013 10:44 amTrack Changes The Government has received numerous questions and comments regarding the final MIST RFP, including the accuracy of the GPM, issued on May 13, 2013. The feedback and questions may result in significant solicitation changes which may impact proposal preparation efforts. Additional time is required by the Government to assess the feedback and questions. As a result, the proposal due date of June 27, 2013 is hereby suspended and a new due date will be established at a later time. Please monitor this site for future RFP updates of information anticipated in the next three to four weeks.

Added: Dec 07, 2012 1:21 pm Modified: May 16, 2013 4:10 pmTrack Changes The MIST NASA TOMS Library is currently unavailable to view the task order data associated with the MSES II-A Bridge contract. We have made an extract of this data available in the MIST technical library as a .pdf file. Also, a correction page, 101, to the RFP has been uploaded to the MIST acquisition site. In the last paragraph, the words Section 2 of Attachment B were changed to read Section 3 of Attachment B. Offerors are responsible for monitoring this site for the release of any amendments to the solicitation. Potential offerors are responsible for downloading their own copy of the solicitation and amendments.

The remaining questions and answers are forthcoming. Also, the Government will make available to potential offerors, the MSES II-A Bridge contract task order summary data, such as the task order number, description, SOW, and price (cost and fee bundled). This information is available in the NASA TOMS Library. Instructions to gain access to the NASA TOMS Library can be located at the MIST e-library website https://foiaelibrary.gsfc.nasa.gov/ . In addition, based on the draft RFP questions and responses, the Government anticipates the issue date of the Final RFP to change from mid or late April 2013, to on or about May 1, 2013. Offerors are responsible for monitoring this site for the release of the solicitation and any amendments.

Added: Dec 07, 2012 1:21 pm Modified: Mar 13, 2013 5:32 pmTrack Changes This update to the MIST procurement is hereby issued to inform Potential Offerors that the Government will be conducting a facility site visit on Wednesday, March 27, 20013 from 9:00 am 1:00 pm. Also, the Government is thoroughly considering all of the feedback received from industry regarding the Draft RFP. Therefore, the Government is anticipating the issue date of the Final RFP to slip slightly from early April 2013 to mid or late April 2013. Potential Offerors will be informed of a more specific date as soon as possible. In addition, the MIST technical library has been established, but has not been released for access by Potential Offerors. The reference documents/materials cited in the RFP are currently being reviewed for uploading into the technical library. Therefore, please continue to monitor this website, https://foiaelibrary.gsfc.nasa.gov/ , for the release of the MIST technical library, which will occur on or about March 22, 2013. The site visit that is scheduled on Wednesday, March 27, 20013 will be limited to no more than 2 individuals from each Potential Offeror. For security reasons, a listing must be provided to the Contracting Officer no later than 4:00 pm on Wednesday, March 20, 2013 via phone or e-mail. This listing must include the following information: Name of Attendee(s); Company Affiliation; and Citizenship. NASA/GSFC security badges must be obtained at the security building located at the NASA/GSFC main gate; directions will be provided upon request. All attendees will be met at the security building at 8:45 am by the Contracting Officer who will escort and transport all attendees to the designated facilities during the site visit. During the visit, temporary parking is not available at the NASA/GSFC main gate location. All attendees should park in the shopping center lot across the street from the NASA/GSFC main gate. It is requested that questions are limited to facility inquiries and presented in writing to the Contracting Officer at the end of the site visit. Added: Dec 07, 2012 1:21 pm This synopsis is being released by the National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC), for the purpose of updating the contracting community on planned acquisitions. GSFCs Applied Engineering Technology Directorate (AETD), in support of the Mechanical Systems Division (MSD), is planning the acquisition of services under a resulting contract that will be entitled Mechanical Integrated Services and Technologies (MIST) formerly referred to as the Mechanical and Related Services (MARS) acquisition. The purpose of the MIST acquisition is to acquire engineering services and related services to MSD and related organizations throughout GSFC, as required, for the formulation, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. The engineering areas of emphasis are multidisciplinary with concentration in the mechanical engineering areas of materials, structural analysis and loads, mechanical design, electromechanical design, thermal, contamination and coatings, manufacturing, and integration and test. The MIST acquisition has been defined as a small business set-aside, Cost-Plus-Fixed-Fee, Indefinite Delivery Indefinite Quantity contracting vehicle with a minimum ordering value of $5M, and a maximum of $505M. The planned release date for the draft request for proposal (RFP) is on or about mid January 2013, with the final RFP projected for release in April 2013. To further keep the contracting community informed, enclosed in this synopsis is a draft copy of the statement of work for the MIST acquisition. Any future updates concerning the MIST acquisition will be communicated accordingly.
