About this opportunity

This solicitation requests proposals to design, fabricate, install, and test a materials handling system at Building 155 of the Otis Air National Guard Base in Massachusetts. The Air Force Materiel Command Lifecycle Management Center seeks performance of 15 contract line items. Proposals are due by July 12, 2021 and evaluation will be based on lowest price technically acceptable. Questions are due by June 11, 2021 and work must be completed within 200 days of award.

This total small business set-aside is issued under NAICS code 333922 with a size standard of 500 employees. The solicitation seeks a fixed price contract to provide a pallet racking system, mobile storage, an in-checking modular office, conveyors, a forklift, mobile carts and system integration at the specified location. Any award will be to the responsible small business offering the lowest price.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  Solicitation Number FA8604-21-R-B015 is issued as a Request for Proposal (RFP).  This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-01 (20 Dec 2018). This acquisition total small business set-aside.  The NAICS Code is 333922.  Small business size standard is 500 employees.  This solicitation is subject to FAR Clause 52.219-14, “Limitations on Subcontracting (DEVIATION 2019-O0003).”   FAR Clause 52.219-14 states that, for “Supplies, (other than procurement from a non-manufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.  Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded.”

This RFP has 15 CLINs total for the performance, design, fabrication, installation, and test requirements for a Materials Handling System, at Building 155,OTIS ANGB, MA.

All solicitation specifications/drawings will be posted at the following location: http://www.beta.sam.gov/. The format has changed to a .zip file containing attachments. Please contact me if you have any issues opening the documentation.

Contract Completion is required within 200 days from date of award. FOB point is Destination (e.g., OTIS ANGB, MA RA).  Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

The contractor must be registered in SAM prior to award. The government will make an award from this request for proposal to the technically acceptable, responsible offeror whose proposal offers the lowest price to the Government. The Government reserves the right to not make an award at all.

All proposals are due by 4:00 PM ET on 2 July 2021.                                                                                              

Any proposal, modification, or revision that is received after the exact time specified for receipt of proposals will not be considered.

Be advised that offerors are not permitted to deliver proposals in-person.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs
