About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisitions and Grants is seeking to procure a new Inductive Coupled Plasma Mass-Spectrophotometer (ICP-MS) for its Geology, Mineral, Energy & Geophysics division. The solicitation (RFQ 140G0325Q0062) is a combined synopsis/solicitation for a commercial item that requires vendors to submit a comprehensive package of documentation, including a signed SF 18 form, firm fixed-price quote, technical specifications, and System for Award Management UEI. Potential contractors must demonstrate their capability to perform the required services and provide a new equipment solution with full manufacturer's warranty. Evaluation will focus on technical compliance, with vendors required to submit detailed documentation including part and model numbers, product specifications, and manufacturing location. Key dates include a deadline for questions by 04/04/2025 at 1500 PST and a final response deadline of 04/15/2025 at 1500 PST, with all submissions to be made electronically to yangzhideng@usgs.gov.

The procurement is not set aside for small businesses and is classified under NAICS code 333516 for Analytical Laboratory Instrument Manufacturing, with a standard size of 1,000 employees. The contract is subject to the availability of funds and requires delivery of the instrument to the USGS facility at 350 N. Akron Road, Moffett Field, CA 94035 by 07/31/2025 or earlier, with FOB destination terms. The solicitation specifies that only new equipment will be considered, with no grey market or refurbished products accepted. While no specific award value is mentioned, the procurement is for a single ICP-MS instrument to replace an existing 11-year-old system. The equipment is intended for multiple research purposes, including metal speciation, bioaccumulation, toxicity, and solute transport studies. The USGS, as a tax-exempt federal agency, will evaluate proposals based on technical merit, compliance with specifications, and competitive pricing.
