About this file
This document is a Questions and Answers (Q&A) file related to a federal contract opportunity for an Inductive Coupled Plasma Mass Spectrometer (ICP-MS). The Q&A provides detailed technical insights into the instrument requirements, including sample specifications, analytical capabilities, and operational preferences. Key details include the desire for an instrument capable of measuring most metals (especially trace metals like Chromium and Arsenic), with a preference for analyzing aqueous samples with low organic content and dissolved solids typically below 2%. The agency is interested in an instrument with an autosampler capacity of 100-200 samples, and has specific technical requirements such as not needing elements above molecular weight 230 and having an available exhaust system.
The document is associated with a U.S. Geological Survey (USGS) solicitation (140G0325Q0062) for a new mass spectrometer, with responses due by 04/15/2025 at 1500 PST. The procurement is for new equipment only, with a delivery deadline of 07/31/2025 or earlier, located at the USGS Geology, Mineral, Energy & Geophysics facility in Moffett Field, CA. The solicitation is not set aside for small businesses and falls under NAICS code 333516 (Analytical Laboratory Instrument Manufacturing). Vendors must submit a signed SF 18 form, firm fixed price quote, technical specifications, manufacturing location, and System for Award Management UEI to be considered.

1. Why do you need three quadruples?
A: This specification is misleading as it counts the ion deflector, and collision cell as extra quads (three-quad design).
2. Why do you need triple cones?
A: To help focus ion beam.
3. Preferred # of samples in autosampler?
A: Anywhere between 100-200.
4. What types of Samples? For example, are they aqueous? Organic? HF?
Sensitivity requirements?
A: Samples most frequently analyzed are aqueous samples, without HF, and low organics.
5. What elements are required to be measured?
A: We are interested in most metals, especially trace metals. We also want an instrument that can measure Cr and As.
6. Do you need to detect any elements above MZ 230?
A: No.
7. Do you already have a digestor?
A: Samples are digested by other independent methods.
8. Do you need a Power conditioner?
A: No.
9. Any desire for rapid rinsing to increase throughput?
A: No.
10. How will you handle venting? Do you have a wind tunnel enclosure? If not, shall we provide one for you? If so, will it be possible to hook it up to a vent?
A: There will be an exhaust available for the instrument.
11. Do you have a preference between a dry pump or oil pump?
A: No.
12. What is your current chiller?
A: Our current chiller (Polyscience) is old and needs to be replaced.

13. Do you have preference for non-freon chiller?
A: No.
14. For price list are you looking for GSA or open market?
A: This is an open market opportunity; GSA pricing can be considered.
15. How frequently do you expect to run samples with 35% dissolved solids?
A: Not very often.
16. What will the estimated average dissolved solids content of your samples be?
A: It’s variable and depends on projects. It is currently usually low (<2%), but we want to purchase an instrument that will allow analyzing a wide range of sample types.
