About this opportunity

The U.S. Department of Agriculture's Agricultural Research Service is seeking to replace the Heating, Ventilation, and Air-Conditioning (HVAC) Control System and Building Management System (BMS) at their Environmentally Integrated Dairy Management Research Unit in Marshfield, Wisconsin. The procurement is specifically limited to the Tridium Niagara JACE building management system to replace the existing Alerton Compass 1 system, which requires updating for compatibility with existing HVAC equipment controllers and Windows 11 operating systems. The solicitation requires contractors to remove the current Alerton headend, install the new Tridium Niagara JACE system, integrate existing BACnet MS/TP and Phoenix Controls HVAC systems, develop new graphics, conduct system testing, provide onsite training, and offer an 18-month software maintenance agreement with a 1-year workmanship warranty. The contract will be awarded on a Lowest Price, Technically Acceptable basis as a firm-fixed price purchase order. Questions must be submitted by September 10, 2025, and quotes are due by September 19, 2025, at 12:00 PM Eastern, with quotes remaining valid for 90 calendar days.

This procurement is unrestricted with no set-aside designation and falls under NAICS code 561210 (Facilities Support Services) with a size standard of $47 million. The current incumbent system is the Alerton Compass 1 building management system, which has experienced poor performance and slow response times according to the brand name justification. The contract includes a 60-day performance period from the Notice to Proceed, with work scheduled to be conducted during normal business hours (8am-5pm, Monday-Friday). The system will manage a complex facility totaling 22,200 square feet with 1,037 integrated devices, including 2 HVAC chillers, 3 boiler systems, 12 chemical fume hoods, and 2 biosafety cabinets across various laboratory and HVAC systems. All work will be performed at the USDA-ARS EIDMRU Lab located at 2615 Yellowstone Drive, Marshfield, Wisconsin, with the contractor required to provide both phone/virtual support and on-site support during the warranty period within a 100-mile service distance and 48-hour response time.
