Statement of Work (SOW) Project: Marshfield Building Management System

GENERAL INFORMATION

1.0 Scope of Work:

Replacement of the existing Alerton building management system (BMS) system (Compass 1) with a Tridium Niagara system at the USDA-ARS EIDMRU Lab in Marshfield, WI.

To include the removal of the existing Alerton headend, installation of a Tridium Niagara JACE and integrating existing controls for the BACnet MS/TP controlled building areas and the Phoenix Controls controlled lab areas HVAC equipment onto the new system. The work also includes developing new graphics for all controlled equipment, and new home page and floor plan similar to the existing user interface.

Vendor must provide checkout of BMS to ensure operation of controlled equipment by the new BMS.

2.0 Background:

The EIDMRU Lab building currently uses the Alerton BCM-ETH Compass 1 building management system (BMS). With the transition of computers to Windows 11 operating systems this requires upgrading the BMS. To allow for greater flexibility for maintenance and service of the BMS and use of existing hardware on-site, we are needing to switch to a Tridium Niagara JACE compatible BMS that can work with the current devices on-site. The current hardware includes a BACnet MS/TP system trunk for the office area HVAC and a Phoenix Controls JACE system for managing the lab area HVAC. A site visit to understand the current building HVAC system and BMS is highly recommended to ensure an accurate quote is submitted.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

-Removal of current Alerton Compass 1 BMS system -Installation of Tridium Niagara JACE -Integration of BMS with existing controllers on the BACnet MS/TP system (general building/office HVAC) and Phoenix Controls system (Lab area HVAC) -Build new graphics for all controlled equipment, and new floor plan and home page similar to existing software user interface -Test new BMS to ensure receiving data from all sensors, functioning of controlled equipment, and responsiveness to environmental conditions.

-Software and JACE firmware updated to latest version upon substantial completion -Minimum 2 hours of onsite training for building management staff -Provide training documentation (user manuals, training documents) to building management staff -Minimum 18 months software/firmware service maintenance agreement included -Minimum 1 year workmanship and material warranty to include materials, labor and travel costs to make repairs

- During the one-year warranty period, the contractor shall provide 8 hours or more of phone or virtual support, and 8 hours or more of on-site support labor (including travel costs). The phone or virtual support is needed for critical issues that arise and need immediate support. The on-site support may be used for additional system training, diagnostics, or tuning of the HVAC control system as requested by the Owner. The intent of this support is to ensure optimal performance of the system and to address any operational concerns or adjustments required due to seasonal changes, occupancy patterns, etc. All labor provided under this clause shall be performed by qualified personnel familiar with the installed control system.

Response time for on-site support requests shall be within 48 hours of Owner notification, unless otherwise agreed upon.

-100 mile maximum distance of servicing vendor from site to expedite service -Vendor must provide usernames and passwords for all installed systems to the location staff at project completion to ensure access

-Quote must include a detailed description of all materials and services to be provided as part of the package. If items deemed necessary in the above technical specifications are not included in the quote, the quote may not be reviewed.

It is highly recommended for vendors to visit the site to understand the scope of work to ensure they quote sufficient labor and materials to complete the project.

Vendors interested in the project and wanting to make a site visit must coordinate with the Contracting Officer and Technical POC Matt Akins to schedule a visit.

4.0 Government Furnished:

The USDA-ARS location will provide a computer (if needed) for installation of the

BMS software, as well as the existing BACnet MS/TP system and Phoenix Controls JACE. The current computer with the BMS software will have Windows 11 installed prior to the start of the project installation only if that computer is still needed for system operation.

5.0 Deliverables / Schedule:

The site of this work is at the USDA-ARS EIDMRU lab and office located at 2615

Yellowstone Drive, Marshfield, WI 54449.

The anticipated start date of the contract is between August 1, 2025 and August 15, 2025 with 45-60 days to complete the design, installation, and testing of the system with final completion planned by September 30, 2025. All work at the site must be conducted during normal business hours of 8am and 5pm Monday through Friday unless scheduled in advance with facility staff.

Contractors must notify the USDA technical POCs (Matt Akins-715-391-3246) and

Joe Hattamer at least 1 week before anticipated start of the package implementation to ensure the plans work with the staff’s schedule, and coordinate work schedules around other building projects.

6.0 Travel:

Worksite location is the USDA-ARS EIDMRU lab and office located at 2615

Yellowstone Drive, Marshfield, WI 54449. All travel and delivery of materials to the site must be included in the quote.

7.0 Contractor’s Key Personnel:

Key personnel for the contractor include the technical representative to determine the correct materials, and the staff in charge of implementation.

8.0 Security Requirements:

Deliveries and on-site removal/installation of materials must be scheduled during regular workday business hours. Upon entering the building daily, the vendor staff must check in with the technical POC. USDA-ARS IT staff and location building management staff will work with the vendor to provide access to the computer and building systems for installation of the hardware and software.
