About this opportunity

The federal contract opportunity seeks interested vendors for the provision of an adjustable, towable, Search and Rescue (SAR) reflective, IR, and multi-colored Ground to Air Signal (GTAS) designed to identify and communicate the status of an isolated person in the open ocean. The product should leverage commercially available products, incorporate SAR reflectors for persistent signaling, use IR effects for day and night signaling, and have multicolored panels for quick identification. Additionally, the towed signal should be adjustable to communicate the status of the isolated person to PR planners.

Products and Services to be provided:

  1. Adjustable, towable, Search and Rescue (SAR) reflective, IR, and multi-colored Ground to Air Signal (GTAS).
  2. Incorporation of SAR reflectors for persistent signaling.
  3. Use of IR effects for day and night signaling.
  4. Multicolored panels for quick identification.
  5. Adjustable towed signal to communicate the status of the isolated person.

SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

CURRENTLY GAUGING INTERESTED VENDORS FOR REQUIREMENT AND ANY INPUT ON COMMERCIAL PRACTICES for  multi-colored Ground to Air Signal (GTAS) to help identify an Isolated Person (IP) within the open ocean and aid in communicating the status of the IP.

a. Leverage commercially available products designed to increase visibility within the maritime environment and adapt them to military uses.

i . Incorporating SAR reflectors will allow for persistent signaling regardless of weather and/or atmospheric conditions. ii.Impregnating material with IR effects ensures both day and night signaling capability.

iii. Multicolored Panels aid in the speed and accuracy of identification by algorithms utilized in both panchromatic and multispectral sensors.

b. By being able to adjust the order or shape of the towed signal, IPs will be able to communicate their status to PR planners tracking their movements from afar.

i. Developing a “Stop Light” like chart to indicate things like health status, injuries, and/or water stores, will allow PR planners to prioritize the recovery of the IPs most in need of recovery.
