THIS IS A REQUEST FOR PROPOSAL (RFP) for COMMERCIAL OFF THE LOT (COTL)HOMES, in accordance with attached solicitation.
The Federal Emergency Management Agency (FEMA), the Logistics Management Division (LMD) issues a request for proposal (RFP) seeking individual retailers with COTL Homes for two (2) and three (3) bedrooms.
Awarding contracts for COTL Homes will significantly assist disaster survivors with housing solutions during the recovery period after existing homes were rendered uninhabitable.
FEMA anticipates awarding multiple Firm Fixed-Price Contracts with a base ordering period for up to 400 MHUs, and one (1) optional quantity for up to 400 MHU units with a possibility of increasing the quantity. The optional quantities will be ordered at the sole discretion of the Government.
The awards will be executed on or about October 14, 2016.
The procurement will be awarded following FAR Part 12 and FAR Part 15 procedures.
The applicable NAICS: 321991
The applicable PSC: 5410
Offerors MUST be registered within the SAM database in order to receive an award for this procurement. The website for SAM is https://www.sam.gov/portal/public/SAM/. SAM is a Federal Government owned and operated free web site that consolidates the capabilities in the Central Contractor Registration (CCR)/Fed Regulation, and Online Representation and Certifications Application (ORCA). Future phases of SAM will add the capabilities of other systems used in Federal procurement and awards processes. Offerors are required to use the SAM database for Representation and Certification submissions under this solicitation.
Again, this is not a Request for Proposal. No questions will be taken at this time.

THIS IS A SYNOPSIS NOTICE ONLY, for Manufactured Housing Units
THIS IS NOT A REQUEST FOR PROPOSAL (RFP).
