| Question and Answer Sheet for Solicitation HSFE70-17-R-0003 | ||
| Contractor Question/Comment | Government Response |
| 1 | DIRECTION NEEDED, NO ELECTRONIC SUBMISSION FOR THE BID, REQUEST CONTACT INFORMATION TO SEND BID PACKAGE. | Proposals should be submitted electronically to the following : LaShawn.Smith@fema.dhs.gov and Amanda.Morgan.2@fema.dhs.gov |
| 2 | I have seen the requirements for wind zone 2. This will probably limit dealer to close to a coast only as most dealers inland homes are wind zone 1. Can you let me know if maybe exceptions will be made? | No based on the wind zone requirements in the installation area FEMA is currently working in. Wind zone 2 is required. |
| 3 | Most of these homes do not have furniture included. However, if we had time to install the furniture after receiving the bid (one week would be enough time) we could have the furniture pre-installed for you. Would that be FEMA’s preference? If so, I would allow for our purchase and installation of the furniture when I price the homes to you. | At this time FEMA will provide furniture for all MHUs that are unfurnished. |
| 4 | When will FEMA pick up the homes? | FEMA plans on picking up the homes within 24-72 hours, however the actual pick up date may be up within 30 days of contract award. Additionally, be sure to provide the complete pick up address with your proposal. |
| 5 | I'm trying to fill out the Form 1449. What all do I need to fill in on the form? I printed off 53 pages of other documents. What do I do with these?. How do I price my units? I have four different units that all have a different cost. Do I fill out four different spread sheets? Where do I send the completed information. | The SF 1449 should be signed by an individual in your company with the authority to enter into contracts. No other info needs to be completed on the 1449. Your company must become familiar with the terms and conditions of the solicitation (outlined in the 53 pages). If you have different units with different prices, list the serial numbers and number of bedrooms, next to the accompanying price on the spreadsheet page, in a blank area. You do not need to submit separate spreadsheets. See the response to question # 1 above for proposal submission instructions. |
