About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure welding positioners and manipulators, specifically NSN 1H-3436-015775633-X3 (TDP VER 004). The procurement is structured as a non-competitive sole-source acquisition, indicating the Government's intent to negotiate with only one source rather than conduct open competition. The primary evaluation criterion centers on engineering source approval and design control activity qualification, as the requirement mandates that existing unique design capability, engineering skills, and specialized manufacturing/repair knowledge be retained by approved sources. Potential contractors and interested parties may submit expressions of interest and capability statements, with quotes received prior to the award date subject to Government consideration. The Government retains sole discretion to determine whether to compete this procurement based on responses received, and all information submitted will normally be evaluated only for purposes of deciding whether to initiate competitive procurement. No formal deadline for responses or questions is specified in this pre-solicitation notice, though interested parties should monitor for subsequent solicitation documents.

This procurement carries no set-aside designation and is identified for delivery to two DLA Distribution locations: New Cumberland, Pennsylvania and San Joaquin in Tracy, California. Hamill Manufacturing Co. of Trafford, Pennsylvania is designated as the issue point, suggesting this entity's current involvement with the requirement. The contract calls for delivery of seven units, though no specific award value or total budget range is disclosed in the pre-solicitation notice. Qualification of alternate sources is permitted but requires compliance with design control activity procedures and approval by the cognizant Government engineering activity, indicating that technical data rights, manufacturing knowledge, and proprietary processes create barriers to competition. The absence of a formal solicitation release date means interested parties should anticipate a subsequent solicitation notice with specific proposal deadlines and contract terms.
