About this opportunity
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) is seeking maintenance services for an existing Evoqua Deionized (DI) water system. The procurement involves routine inspection and maintenance, including tank and filter changing every four months for a one-year base period with two potential one-year option periods. USACE intends to award a purchase order on a sole source basis to Evoqua Water Technologies LLC, citing their status as the original equipment manufacturer and the only vendor capable of adequately maintaining their specialized water systems. The pre-solicitation notice invites interested parties to submit capability statements by December 30, 2024, to CERL-CT-QUOTES@usace.army.mil, with the understanding that while all submissions will be considered, there is no guarantee that they will alter the government's acquisition strategy. Evaluation will focus on the vendor's ability to maintain critical water purification systems that support research programs by providing on-demand, impurity-free water.
The pre-solicitation notice indicates there are no small business set-asides for this procurement, and the contract will be awarded under FAR 13.106-1(b)(1) as a sole source contract. Evoqua Water Technologies LLC has been maintaining these DI water systems at CERL for over a decade, with systems that can process water at pressures up to 10 bar and provide critical research support by generating ultrapure water for laboratory use. The water purification systems are essential for creating media, buffers, and other solutions, making them a cost-effective solution for research environments. While specific contract value is not disclosed, the procurement covers a base year with two potential option years of maintenance services. The systems are classified under NAICS category 811310 for commercial and industrial machinery and equipment repair and maintenance, with a specific Product Service Code (PSC) of J046 for water purification and sewage treatment equipment maintenance.
Notice text
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure maintenance services for the existing Evoqua Deionized (DI) water system. Services include routine inspection and maintenance in the form of tank and filter changing every four months for a one-year period of performance and two one-year option periods. ERDC-CERL intends to award a purchase order on a sole source basis to Evoqua Water Technologies LLC in accordance with FAR 13.106-1(b)(1).
DI water systems from Evoqua Water Technologies LLC s were installed at CERL over a decade ago. As the original equipment manufacturer (OEM), Evoqua is the only vendor capable of adequately maintaining their systems and providing the necessary filter and tank exchanges. Failure to provide such exchanges to keep DI water available to the research programs going on within the CERL lab puts those research programs in jeopardy.
Evoqua DI water system feeds water directly from available water lines without additional treatment at pressures up to 10 bar. To improve safety and maximize research dollars, water purification systems are used to supply water free from impurities that is used in large quantities for making media, buffers, and other solutions critical to research. The presence of system in the lab allows for on-demand water purification and is cost effective as researchers do not need to purchase expensive commercial ultrapure water.
Because of these reasons Evoqua Water Technologies LLC is the sole source for this procurement.
This is not a request for proposal and in no way obligates the Government to award any contract.
This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed.
