Notice text

Added: Aug 26, 2015 3:36 pm The U.S. Dept. of Commerce, NOAA Wallops CDA Station, Wallops Island, Virginia is seeking sources for Local Readout Ground Stations (LRGS) Software Security Upgrades. The description for this requirement is below. The National Oceanic and Atmospheric Administration (NOAA) Wallops Command and Acquisition Station (CDAS) supports a variety of data collection activities and is responsible for world-wide dissemination of this data. One of these systems is the Local Readout Ground Stations (LRGS) located at Wallops Island, VA. The Wallops LRGS is part of a larger network that is used for the dissemination of the Data Collection System (DCS) data. This data includes the monitoring of routine data measurements as well as critical data (volcanoes, earthquakes, floods, fires, etc.) This software based system is relied upon by NOAA’s world-wide data users to collect critical, real-time information. The Wallops 3 LRGS server applications are derived from open source products and are customized to meet local requirements. The NOAA Wallops CDAS LRGSs require a software upgrade to make the servers more secure while ensuring the integrity and availability of the data. Upgrades need to address all IT security aspects needed for the system to become compliant with the Department of Commerce Technology Requirement CITR-021. This Notice of Seeking Sources is not a request for competitive proposals and no solicitation package is available. However, firms that believe they have the knowledge of the Wallops LRGS system located at Wallops Island, VA and can provide the service that fully meets the Government’s requirements may submit substantiating documentation in writing to the identified Point of Contact within 15 days after the publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. This is a Simplified Acquisition with an estimated value of less than $150,000.00. The Western Acquisitions Division requires that all contractors doing business with this acquisition office be registered with the Central Contractor Registration (CCR) and Online Representation and Certifications (ORCA).
