This procurement seeks to provide critical supply chain visibility and support demand, capacity, and capability modeling across the defense industrial base while promoting efficient aggregation of common materials and mitigating supply base disruptions. The requirement is being pursued as a sole source acquisition under the statutory authority of 10 U.S.C. 3204(a)(1) and FAR Subpart 6.302-1, based on the determination that only one responsible source can satisfy agency needs. The Government has established no formal evaluation criteria as this is not a competitive procurement; however, capable firms may submit capability statements for consideration. The pre-solicitation notice was posted on April 16, 2026, with the same due date, indicating an expedited timeline with no formal request for proposals currently available.
This procurement carries no set-aside designation and is directed exclusively toward Raytheon Company, the incumbent contractor and sole designer, developer, and manufacturer of the Tomahawk system, located at 1151 E Hermans Road, Tucson, Arizona. Raytheon possesses the unique technical knowledge, experience, and specialized tooling required to fulfill the Government's supply chain management requirements. No specific award value or budget range is disclosed in this pre-solicitation notice. Interested parties and potential subcontractors should direct inquiries to Ms. Melissa Arvayo at Raytheon via melissa.m.arvayo@rtx.com. The Government expressly reserves the right to proceed without issuing any further solicitation and disclaims any commitment to make an award or reimburse expenses incurred by interested parties prior to contract award.
