About this opportunity
The Department of Homeland Security Office of Procurement Operations has awarded a single-source blanket purchase agreement to Palantir Technologies, Inc. for Palantir software licenses, maintenance, hosting, and consulting services department-wide, under GSA Schedule 47QTCA24D004L.
The justification cites Palantir's unique proprietary technology and deep institutional integration with DHS systems, particularly Immigration and Customs Enforcement's law enforcement mission. ICE conducted two years of market research evaluating 42 vendors through industry days, requests for information, product demonstrations, and stakeholder interviews. The research concluded that only Palantir met all critical requirements: FedRAMP High certification, a unified case management and analytics platform, complete delivery by September 2026, full data ownership by DHS, and seamless interoperability with existing DHS systems. Alternative vendors either lacked FedRAMP High certification, proposed custom solutions requiring 18–24 months for implementation, or could not provide comparable analytical capabilities.
The BPA covers a base period of 12 months plus four optional 12-month periods and will serve as DHS's strategically sourced vehicle for acquiring Palantir COTS software and products across multiple DHS components, including ICE's Immigration Lifecycle Operating System and Investigative Case Management System. All DHS components are permitted to place orders. Palantir's principal address is 1200 17th Street, Floor 15, Denver, Colorado 80202.
