Update #1 ·
The Army Contracting Command-Redstone proposes to issue solicitation number, W58RGZ-12-R-0005. This requirement is for AN/AVR-2B (V) Laser Detecting Sets (LDS) and associated services. The AN/AVR-2B(V) LDS is vital to force protection as it provides warnings to pilots of lasers associated with surface-to-air missiles, air-to-air missiles, anti-aircraft artillery, and small arms weapon systems in addition to threats from laser-aided air defense networks. The AN/AVR-2B(V) LDS is an improved version of the AN/AVR-2A(V) LDS. The AN/AVR-2B(V) LDS provides increased detection capabilities, including improved angle of arrival detection of laser target designators and improved detection of laser beam riders; as well as decreased size, weight and power . Additionally, it is backward compatible with the AN/AVR-2A(V) LDS aircraft installation kit (A-Kit). Additional components to be procured include 28 VDC power filter and the Laser Diode Pulser (LDP). Services to be acquired under the proposed contract include maintenance and engineering support, product development and upgrades, production engineering and planning, fielding support, field service representatives, training, integration, and test support. The Government requires AN/AVR-2B (V) LDSs that are form, fit and functionally compatible with the previously acquired AN/AVR-2B(V) and AN/AVR-2A(V) LDS to ensure operation and installation on various aircraft platforms. This requirement is planned as a sole source buy to Goodrich Corporation, (CAGE Code 8F963) under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The period of performance is a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The proposed solicitation issue date is 21 June 2012 with a closing date of 21 July 2012. This synopsis closes on 15 June 2012 at 12:00 noon CST. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. Telephone request for copies of the Request for Proposal (RFP) will not be accepted. All requests must be in writing. Requests can be sent to Christopher Williams, (256) 876-7721, christopher.williams@peoavn.army.mil, or to Dayle Reed, (256) 876-3390, dayle.reed@peoavn.army.mil. You may mail your request to: Army Contracting Command-Redstone, Attn: CCAM-AR-C/Christopher Williams/Dayle Reed, Building 5309 Martin Road, Redstone Arsenal, AL 35898-5280.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, however, if you are interested in this requirement you may identify your interest by submitting a proposal. This notice of intent is not a request for additional competitive proposals. However, all proposals received with fourty-five (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to further compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
