****This acquisition was previously posted under W9127N-16-R-0096****
The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit a firm-fixed-price construction contract which will contain a brand-name description to specify a particular brand-name product peculiar to one manufacturer in a portion of the acquisition. The particular brand-name product to be specified is solely offered by Rockwell Automation, Inc. (Allen-Bradley), 1 Allen Bradley Drive, Cleveland, OH 44124, for ControlLogix programmable logic controllers (PLC) equipment. Specifically, the Allen-Bradley PLC equipment includes the PLC controller, input and output modules, communications modules, mounting hardware, supporting hardware, networking equipment, and programming software. The existing annunciation system network at John Day Lock and Dam's Powerhouse is composed of Allen-Bradley ControlLogix PLCs. Other manufacturer's controllers are not compatible with the components currently installed at the John Day Lock and Dam's Powerhouse. Installing a new vendor's PLC systems would prohibit the existing annunciation system from properly working with the newly-installed PLC components, therefore, the use of the brand-name description in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company.
This notice is posted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. This notice is NOT a request for competitive quotes; however, any firm that believes it can manufacture the same PLC components may give written notice to the Contract Specialist via e-mail at ryan.s.shoemaker2@usace.army.mil, by 4 PM PDT on 30 March 2017. SUPPORTING EVIDENCE MUST BE FURNISHED IN SUFFICIENT DETAIL, to the above listed e-mail address, Attn: Ryan Shoemaker, Contract Specialist. NO TELEPHONE REQUESTS. Responses will be evaluated; however, a determination by the Government not to compete the proposed portion of the acquisition based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the USACE will proceed with procuring this portion of the acquisition on a sole source basis.
