SCOPE OF WORK - CONSTRUCTION PERIOD SERVICES
1.0 PROJECT: The specified construction period services are to be provided for the construction of the following project:
Project Name: Sewer Relocation Project Number: 852CM3037
Project Location: Jefferson Barracks National Cemetery, St. Louis, MO
2.0 SUMMARY OF SERVICES: The construction period services to be performed for the project, including services incidental and related hereto are required for a period of 110 calendar days. The AE will provide the following construction administration and routine onsite construction inspections:

Provide qualified personnel capable of achieving these objectives within the limits of this contract.
3.0 SUPPORTING SERVICES
Conduct a joint inspection with the Contractor, in accordance with the General Requirements of the contract specifications, prior to turning an area over to the contractor. Prepare a report, signed by all participants, listing the existing conditions of materials and equipment to remain, or be reused, throughout the work area as well as access routes.
The report shall also include digital photos of the site prior to turning it over to the contractor.
Review Construction Contractor's cost proposals for construction modifications.
Prepare independent cost estimates in detail with quantities and unit prices for comparative analysis of construction contractor s modification proposals.
Review the Construction Contractor's shop drawings, detail drawings, schedules, descriptive literature and samples, testing laboratory reports, field test data and review the color, texture and suitability of materials for conformity with the construction documents. Recommend approval / disapproval, or other suitable disposition to the Contracting Officer.
Evaluate, review and recommend for approval / disapproval to the Contracting Officer the product submittals.
Notify the Contracting Officer of any and all deviations from the requirements of the construction documents found in the Construction Contractor's submittals.
Schedule and conduct job site meetings, at which the construction contractor, the government, the inspector and other interested parties, can discuss such matters as procedures, progress, problems, scheduling and progress payments.

Monitor the work of the Contractor to determine that the work is preceding in accordance with the construction contract documents and approved schedule. Monitor the contractor s compliance with Federal requirements relating to labor, safety, and pollution to the environment. Bring to the Contractor s, Contracting Officer s and Project Manager s attention corrective action for such incidences of noncompliance as may be identified.
Verify that the construction contractor has obtained and maintains all necessary permits.
Upon completion of the contract work, conduct an inspection of existing areas, landscaping, pavement, and sidewalks, etc., citing necessary correction by the contractor.
Respond to Request for Information (RFI) requests.
4.0 MATERIALS AND EQUIPMENT RECEIVING
Inspector shall not accept any goods or construction materials on behalf of the contractor.
Inspector shall maintain records of status and condition of material received and held on the site and shall account for said material until permanently installed.
Check delivered materials and equipment for conformance with the contract documents and approved submittal.
5.0 CONSTRUCTION SCHEDULING
Review the contractor s work schedules for work phasing in conjunction with cemetery management/staff with a view towards maximum construction efficiency. Require that the schedules provide for realistic activity sequences and duration, allocation of labor and material, processing of submittals for approval, and delivery of products requiring long lead-time procurement. Special consideration for coordination efforts will be taken in regard to the cemetery s burial services.
Provide regular review of the schedules as construction progresses to minimize the risk of having the project completed beyond the specified time duration of the contract. Identify
potential variances between scheduled and probable completion dates of activities. Review schedules for work not started or incomplete and recommend to the Government and Contractor adjustments in the schedules to meet the construction contract completion dates. Require the Contractor to update construction schedules as necessary to maintain satisfactory progress.
6.0 CONCURRENT OPERATIONS
Coordinate the use of the cemetery s utilities systems for temporary use by the contractor with the cemetery management/staff as required.
Coordinate the removal of all temporary facilities when no longer needed.
Review monthly contractor invoices and schedule forecasts, to ascertain if the invoice accurately accounts for the dollar amount of work completed based on the Contractor submitted schedule of values and actual work completed in the field.
Inspect the work of the Contractor to determine that the work is being accomplished in accordance with the contract documents. Inspection means the visual observation of materials, equipment, and construction work. Inspection by the AE shall not relive the Contractor in any way responsible for construction means, methods, techniques, sequences and procedures employed by Contractors in performance of their contracts, and shall not be responsible for failure of any contractor to carry out work in accordance with the contract documents. Construction means, methods, safety, and corrective measures remain the responsibility of the Contractor.
Recommend to the Government work which the Contractor should repair or replace that is not in accordance with the contract documents.
Notify the Government when the Contractor is not following the established quality control program.
Track and monitor all required field and laboratory testing. Coordinate delivery, by the Contractor of test specimens and samples for all material testing.
7.0 RECORDS
Obtain, account for, and maintain separate files, records and logs for the following:
Job correspondence.
Test reports and data.
Submittals for approval (shop drawings, descriptive literature and data, operating and maintenance instruction, etc.)
Samples.
Permits.
Inspector s reports.
Damage claims and complaints
Minutes of progress meetings.
Digital Photographs.
As-built drawings.
8.0 INSPECTOR REPORTS
Prepare and submit inspector s reports showing sequential day of the construction contract, day of the week and date and submit to the Government. Reports shall be filed for each calendar day starting with the notice to proceed issued to the construction contractor. Reports should be sequentially numbered starting with one for day one of the construction contract and so on. Inspection reports shall include as a minimum the following:
Weather conditions actual and relative to the weather delay clause of the construction contract.
Construction activities.
Difficulties encountered.
Deficiencies and violations (construction safety, labor, etc.), which are detected including corrective measures taken by the Contractor.
Progress information (report all delays, action taken, etc.).
Construction equipment on site (report equipment in use and comment on reasons for idle equipment).
Project equipment and materials (report arrival at the site and shipment from the site of each major items of material).
A count of each type of personnel on site.
Record tests and results thereof.
Visitors to project site.
Observe and report the work of the Contractor to determine that Work is proceeding in accordance with the Contract Documents and approved schedule.
Observe and report the Contractor s compliance with Federal requirements relating to labor, safety, and pollution to the environment, as specified in the Contract Documents.
9.0 PHOTOGRAPHS
All photographs shall be digital electronic and should show progress of work to include:
Views of major elements during various stages of construction and upon completion.
Scenes of interest in connection with changed conditions, complaints, claims, or potential claims.
Detailed views of work in place for which removal has been ordered because of noncompliance with contract documents.
Construction of unusual difficulties or of technical interest.
New methods of construction.
Property or material damage.
Submit a minimum of 5 photographs per day. Each photo shall bear the date and time the photograph was taken.
10.0 INSPECTION DUTIES
Inspect the work of the Contractor to determine that the work is being accomplished in accordance with the contract documents. Inspection means the visual observation of materials, equipment, and construction work.
Review contractor s proposed testing procedures; witness and coordinate testing.
Monitor tests, obtain and evaluate testing data collected by the Contractor.
Determine completion date and notify the Government that the work is ready for final inspection.
Conduct the final inspection with the government representative and the Contractor.
Prepare a list of discrepancies and ensure performance of required corrective work by the contractor.
Verify for each progress meeting that the contractor has documented any changes to the work for that time period. If contractor has failed to do so written notification by the inspector in the form of a Deficiency and Omissions Letter (DOL) should be given to the contractor and noted in the progress meeting minutes.
Coordinate preparation and submittal of as-built drawings to the Government; by the design AE based on the mark up as-built provided by the contractor.
Maintain accurate records of facts, materials, labor, and equipment associated with claims or disputes. Alert the Government to the possible claims or disputes.
Review and submit recommendations to the Government regarding the validity of all Contractors claims for extra money and / or time.
Provide independent recommendations for time extensions to the construction contract.
Prepare preliminary final punch list prior to final inspection.
11.0 RECORD DRAWINGS AND SPECIFICATIONS.
Review record drawings prepared by the contractor and submit comments to the Government.
Review as-built information recorded on the contractor s as-built drawings to document that actual details of the work performed and all pertinent data on equipment and materials installed are shown
Weekly review the field as-built drawings and specifications maintained on site by the contractor to ascertain they have been corrected to date, showing all changes in the construction of the project including site plans, profiles, and underground utilities.
12.0 FINAL COMPLETION AND INSPECTION
1 Determine completion date and notify the Government that the work is ready for final inspection.
2 Conduct the final inspection with the Government and the Contractor.
3 Prepare a list of discrepancies and ensure performance of required corrective work by the contractor.
4 Secure and transmit to the Government required certificates, guarantees, and warranties that may still be outstanding. Turn over to the Government all construction records.
Maintain accurate records of facts, materials, labor, and equipment associated with claims or disputes. Alert the Government to the possible claims or disputes.
6 Review and submit recommendations to the Government regarding the validity of all Contractors claims for extra monies or time.
7 Recommend to the Government changes to the Construction contract whenever changes appear necessary.
13.0 DAMAGE CLAIMS
13.1 Investigate and take appropriate action on damage claims and complaints. Prepare and submit reports to the Government as required.
