About this opportunity
The Defense Logistics Agency (DLA) Aviation is seeking to procure J85 Engine Consumables through a sole-source Request for Proposal (RFP) with solicitation number SPE4AX-25-R-J853. The procurement is specifically targeting the addition of multiple National Stock Numbers (NSNs) to the existing General Electric (GE) J85 Commercial Off-the-Shelf (COI) Contract SPE4AX-20-D-9445. The agency has determined that GE is the only qualified source capable of manufacturing these parts, citing proprietary manufacturing and production data as the basis for limiting competition. Proposals must be submitted electronically to Andrew Alverson by June 27th, 2025, at 5:00 PM EST, with all offerors required to be registered in the System for Award Management (SAM). The solicitation is prepared in accordance with FAR Subpart 12.6 and is being conducted under the authority of FAR 6.302-1, which allows for sole-source procurement when only one responsible source exists.
The contract opportunity is not set aside for any specific business category and is open to all responsible sources, including surplus dealers who can provide appropriate traceability documentation. The place of performance is within the United States, with delivery locations to be specified on individual orders. While no specific award value or budget range is explicitly stated, the procurement involves multiple part numbers across various Federal Supply Classes with no minimum or maximum order quantities. Surplus dealers are invited to respond and can submit interest by identifying available items, quantities, and pricing. The government retains the flexibility to alter the acquisition strategy if purchasing existing surplus or newly-manufactured inventory is deemed in the best interest of the government. The associated NAICS code is 336412 (Aircraft Engine and Engine Parts Manufacturing), and the procurement covers parts related to the J85 engine consumables.
Notice text

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
