About this opportunity

The Defense Logistics Agency Aviation is conducting market research for adding NSNs to the J85 Engine Consumables Performance Based Logistics (PBL) contract, specifically seeking sources for a tapered ring component (Part Number 7201M45P02). The government intends to issue a sole source solicitation to the Original Equipment Manufacturer (OEM), but is inviting non-OEM sources and surplus dealers to respond if they can demonstrate capability to supply the items with appropriate traceability documentation. Potential sources must be capable of furnishing all labor, materials, facilities, and equipment for new manufacture, including component procurement, inspection, testing, preservation, packaging, and shipping, as well as supply chain management and logistics planning. The government will evaluate respondents based on their capacity to provide services consistent with the scope, secure necessary resources, implement successful project management including schedule compliance and cost containment, and perform under a performance-based service acquisition contract. Interested parties must submit capability statements and organizational information by 11:59 PM EST on August 14, 2025, to Andrew.Alverson@dla.mil.

This pre-solicitation notice indicates no set-aside designation is currently planned, though the procurement strategy may change to small business set-aside or full and open competition based on market research responses. No incumbent contractors or current suppliers are specifically mentioned beyond the reference to seeking the OEM as the intended sole source. The notice does not specify award values, budget ranges, or quantities beyond the single unit (EA) of the tapered ring component identified by NIIN 017291959. Multiple awards may be made depending on the final acquisition strategy, and the government reserves the right to alter its approach if purchasing existing surplus or newly manufactured inventory serves the government's best interests. The applicable NAICS code is 332119 for Metal Crown, Closure, and Other Metal Stamping, and the Product Service Code is 5365 for Bushings, Rings, Shims, and Spacers.
