Notice text
On a SOLE-SOURCE basis, the U.S. Department of Transportation (DOT's) Office of Security plans to award a contract, purchase order or delivery order to Advanced Management Technology, Inc. for services in the area of application development and maintenance support on DOT's Investigations Tracking System (ITS) database, with a 12 month base year and four one year option periods. The contractor may also be required to provide as-needed program and/or operational system support. In addition to the specific support areas outlined above, the contractor shall support any future technologies that are adopted by the government to improve the DOT Investigations Tracking System (ITS) application.
DOT's Investigations Tracking System (ITS) was expected to be completed within the timeframe of the initial contract (DTOS59-07-F-10002) awarded in FY 2007. However, due to the additions of Homeland Security Presidential Directive 12 (HSPD-12) and various other Federal requirements the completions of the systems was not possible. The additional requirements require complex and major programming changes, many of which will be on going for some time.
USDOT has not explored any other option for acquiring the application development and maintenance support, because Advanced Management Technology, Inc. is author of the ITS system and it would not be cost effective to switch contractors at this critical point of the systems development.
Although the Government will continue to evaluate, on an ongoing basis, any interest shown by sources interested in competing for this requirement on subsequent acquisitions, it is not expected that any vendor other than Advanced Management Technology, Inc. will be able to provide this product.
Nevertheless, any entity, other than IES Interactive Training USA which believes they can provide the needed product to OIG shall submit a capability statement to Pamala.millbrook.ctr@dot.gov no later than 12:00 PM EST on July 15, 2011.
