About this opportunity
This Special Notice was published by the National Aeronautics and Space Administration Johnson Space Center. The notice seeks the services of Russian Cosmonauts for training and certification in contingency International Space Station Extravehicular Activities and robotic operations onboard the ISS. This training will take place at the JSC in Houston, TX and the Canadian Space Agency through December 31, 2024.
The purpose of this notice is to ensure the safety of the ISS vehicle and crewmembers by having Russian Cosmonauts trained and certified as backups for U.S. crewmembers in contingency EVA operations and ISS robotics. Interested parties have until November 28, 2023 to submit their capabilities and qualifications to NASA to be considered for a potential sole source contract. This contract would be awarded to State Space Corporation "Roscosmos" for Soyuz crewmember services through December 31, 2024. The training will certify Russian Cosmonauts in ISS EVA and robotics operations to support contingency activities. NASA requires this training and certification of ISS crew to be capable of all onboard operations and ensure astronaut safety.
Notice text
NASA/JSC has a requirement for the services of Russian Cosmonauts to be trained and certified to perform contingency International Space Station (ISS) Extravehicular Activities (EVAs) with U.S. system expertise, and the services of Russian Cosmonauts to be trained and certified to perform robotic operations onboard the ISS. These services are required through December 31, 2024.
Russian Cosmonauts and their back-ups will be required to be trained at the JSC in Houston, TX, and the Canadian Space Agency in Canada. They will be certified as back-ups to U.S. crewmembers for the contingency ISS extravehicular activities, and for ISS Robotics activities and intravehicular operations. Training for contingency operations of the ISS is necessary for the safety of the vehicle and crewmembers, and necessary for essential operations.
NASA/JSC intends to contract on a sole source basis to acquire the services from State Space Corporation "Roscosmos" for Soyuz crewmembers through December 31, 2024. NASA requires the ISS Crew trained and capable of contingency operations onboard the ISS, and for U.S. astronaut safety onboard Soyuz. The intent of this proposed action is to provide the Government the ability to procure these uninterrupted services for ongoing operations onboard the ISS.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kelsey Klinger at Kelsey.j.klinger@nasa.gov not later than 4:30 PM Central Standard Time on November 28, 2023 Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
