About this opportunity

This pre-solicitation notice from the National Aeronautics and Space Administration Glenn Research Center seeks to acquire four 250,000W DC power supplies on a sole source basis from Magna-Power Electronics, Inc. The power supplies will expand the testing capabilities of the agency's Electric Aircraft Testbed facility by providing an additional 3MW of DC power. Interested parties may submit capabilities statements by July 21st to be considered for full and open competition, however sole source award to the identified contractor is contemplated.

No set-aside will be used for this procurement. The primary NAICS code is 334110 and PSC code is 6645. NASA intends to award a contract to the identified incumbent, Magna-Power Electronics, to acquire four power supplies with specifications including 60Hz 3-phase 480VAC input, voltage and current programming accuracy of 0.075%, and load regulation of 0.01% for voltage and 0.04% for current. The $500,000 total value will expand testing capacity to support electric and hybrid-electric aircraft technologies.

Notice text

NASA Glenn Research Center/GRC has a requirement for four (4) 250,000W DC power supplies. The NASA Electric Aircraft Testbed (NEAT) is currently using Magna-Power power supplies to power the testbed, and NASA is expanding the electric power of the facility.  These additional power supplies will enable the testbed to conduct testing on higher power components required for hybrid-electric flight.  It is important to keep the same kind of power supplies so that they can be used with the existing power supplies purchased in 2019 and in Spring of 2022. See attachment for the specifications for the DC power supplies.

NASA/GRC intends to issue a sole source contract to acquire the items from Magna-Power Electronics, Inc. of Flemington, NJ under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Linda Nabors, Contracting Officer at linda.m.nabors@nasa.gov not later than 5:00 pm ET on July 21, 2023.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
