About this opportunity

The Bureau of Reclamation, part of the Department of the Interior, has issued a Notice of Intent to Award a Sole Source Purchase Order for commercial fiber internet services at Glen Canyon Dam in Page, Arizona. This special notice is not a request for competitive proposals but rather an announcement of the agency's intent to award a sole source contract to South Central Utah Telephone Association, Inc. (SCUTA) located in Kanab, Utah. The procurement will utilize FAR Parts 12 and 13 procedures for a firm fixed-price purchase order. The notice was posted on June 17, 2025, with interested parties having until June 24, 2025 to respond. The contract falls under NAICS code 517111 for Wired Telecommunications Carriers and PSC code DG11 for IT and Telecom Network services.

The purpose of this procurement is to provide dedicated fiber internet services with 500 Gbps upload/download speeds to support Bureau of Reclamation operations at Glen Canyon Dam, including both dam operations and the visitor center serving 100-200 concurrent users. The contractor will be responsible for delivering service to the facility's demarcation point and maintaining all equipment outside the facility, while Glen Canyon personnel will handle internal maintenance. The sole source justification under FAR 13.106-1(b)(1)(i) is based on SCUTA being the only known provider with existing infrastructure and local access rights capable of delivering the required high-speed service to this remote location. No other commercial internet service providers currently serve this geographic area with comparable service levels or infrastructure capacity. Since this is a sole source notice rather than a competitive solicitation, there are no specific eligibility criteria for contractors to participate, as the award is intended specifically for SCUTA.
