Notice text

The US Geological Survey (USGS) has a requirement for a firm-fixed price purchase order (PO) to SpaceNav, LLC. The PO is for the renewal of Annual Software Maintenance, and Space Situational Awareness (SAA) Reporting and Analysis Services for existing conjunction assessment and risk mitigation software tools. The tools are used in the Land Satellites Data System (LSDS) Mission Operations Project (LMOP) in support of Landsat 7 (L7), Landsat 8 (L8), and eventually Landsat 9 (L9) Operations. Together, these software and services support daily monitoring of close approaches of and potential collisions between the USGS Landsat satellites (Landsat 7, Landsat 8, and eventually Landsat 9) and orbital debris. These tools are also used while planning Landsat orbital maneuvers to reduce the likelihood of collisions.
Period of Performance: 29 Sep 2019 - 28 Sep 2024 (One 12-month base period and four 12-month option periods)
The USGS is aware of no other source that can provide the above; therefore it intends to make award to SpaceNav, LLC, unless it is contacted by anyone who believes they possess similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Vicky Williams, via email at vwilliams@usgs.gov, no later than 12:00 PM CT, Monday, September 16, 2019, with an affirmative answer.
Sole Source Justification States the following in part:
The unique (proprietary) requirements limit this procurement to a specific software maintenance / service provider. EROS currently uses SpaceNav software and services to support Landsat 7 and Landsat 8 (on-orbit operational spacecraft) conjunction assessment. In addition, SpaceNav software was procured for use in the Landsat Multi-satellite Operations Center (LMOC) that will be used for combined Landsat 8 and Landsat 9 Operations.
USGS and NASA time and resources were previously utilized to validate that the SpaceNav tools have the essential features needed to perform responsible conjunction assessment operations. Following this extensive and successful analysis, LMOP procured the SpaceNav software and services to be used within the Mission Operation Centers (MOCs). Without the software maintenance/service, the LMOP will not have support for these tools at the MOCs, nor will they receive the daily conjunction assessment services that are required to responsibly and safely operate the Landsat missions. Safe operation of the Landsat mission is critical to the USGS EROS mission.
At the time when LMOP was considering options for future SSA activities, there were no other suitable providers for either the SpaceNav software support and services or alternative software packages. SpaceNav software/support is proprietary..
