The Consumer Financial Protection Bureau published a Special Notice to award a sole source contract for staff parking. The agency requires seventy-five indoor covered parking spaces within walking distance of its new offices at 1700 G Street NW in Washington, DC by January 1, 2020, when employees relocate from another building. Three spaces must be handicapped accessible, and the parking facility must provide 24/7 access to accommodate employees who work late and on weekends.

The Special Notice seeks to lease 75 parking spaces on a regular monthly basis to accommodate employees relocating from 1990 K Street, NW to the new 1700 G Street location by March 31, 2020. Market research showed only one garage, Colonial Parking at 1776 G Street NW, has the required seventy-five spaces available at the needed time, including appropriately accessible spots. The sole source justification document provides details on Colonial Parking's monthly rate of $263.52 per space and that this rate is determined to be fair and reasonable for the base year and four option year contract period. No other entities were considered eligible based on the facility and timing requirements.

The CFPB is seeking to lease parking spaces on a regular basis.  At the present time, the employees that are located at 1990 K Street, NW will be consolidating into 1700 G Street.  Some of those employees currently park their vehicles at the parking garage at 1990 K Street, NW Washington, DC.  That contract will end March 31, 2020 when CFPB relocates the employees to 1700 G Street.  The existing garage at 1700 G Street does not have enough parking spaces to accommodate the employees who will require parking and will be relocating from 1990 K Street, NW. 
CFPB requires seventy-five (75) indoor, covered, and secure parking spaces.  No fewer than three (3) of these spaces must be reserved for personnel with disabilities, so that CFPB is able to provide reasonable accommodation and work access for those with disabilities.  The agency also requires access to the parking facility 24/7, 365 days per year, to accommodate staff who work late and on weekends.  Providing parking facilities without 24-hour access would negatively impact the CFPB work place, since employees would not have reasonable and flexible 24/7 access, without delay, in order to timely conduct their assigned duties.    Additionally, CFPB requires that these facilities be immediately within the vicinity of its offices on 1700 G Street, NW to ensure the safety of staff at that location as well as provide reasonable access for those with disabilities. 

Market research indicates only Colonial parking has 75 monthly spaces available within the required area. The Director’s Office and NTEU agreed that supplemental parking would be provided within the vicinity,  between 17th and 19th Streets, NW and along Pennsylvania Avenue between 17th and 19th Streets, NW.
