The CFPB is seeking to lease parking spaces on a regular basis. At the present time, the employees that are located at 1990 K Street, NW will be consolidating into 1700 G Street. Some of those employees currently park their vehicles at the parking garage at 1990 K Street, NW Washington, DC. That contract will end March 31, 2020 when CFPB relocates the employees to 1700 G Street. The existing garage at 1700 G Street does not have enough parking spaces to accommodate the employees who will require parking and will be relocating from 1990 K Street, NW.

CFPB requires seventy-five (75) indoor, covered, and secure parking spaces. No fewer than three (3) of these spaces must be reserved for personnel with disabilities, so that CFPB is able to provide reasonable accommodation and work access for those with disabilities. The agency also requires access to the parking facility 24/7, 365 days per year, to accommodate staff who work late and on weekends. Providing parking facilities without 24-hour access would negatively impact the CFPB work place, since employees would not have reasonable and flexible 24/7 access, without delay, in order to timely conduct their assigned duties. Additionally, CFPB requires that these facilities be immediately within the vicinity of its offices on 1700 G Street, NW to ensure the safety of staff at that location as well as provide reasonable access for those with disabilities.

I certify that the facts and representations under my cognizance, which are included in this justification and which form a basis for this justification, are complete and accurate.

The required area for the proposed parking garage is along G Street, NW between 17th and 19th Streets and along Pennsylvania Avenue between 17th and 19th Streets, NW. The Director’s Office and NTEU agreed that supplemental parking would be provided within this vicinity.

The Government conducted market research on July 2019, seeking to identify how many spaces were available effective 1/1/2020. There are seven garages in the vicinity listed above:

• Colonial Park, 1776 G Street, NW

• SP Plus Parking, 1625 Eye Street, NW

• Colonial Parking, 1775 I Street, NW

• LAZ Parking, 1700 Pennsylvania Avenue, NW

• LAZ Parking, 2112 F Street, NW

• LAZ Parking, 1747 Pennsylvania Avenue, NW

• LAZ Parking, 900 17th Street, NW

One is for tenant parking only and, of the remaining 6, only the garage at 1776 G Street indicated it has the seventy-five (75) spaces available to meet the Bureau’s needs.

The Colonial Parking garage at 1776 G street is the only one in the area that can provide 75 parking spaces, to include 3 that are accessible.

At $263.52 per month, the costs of leasing seventy-five (75) spaces at Colonial Parking’s facility at 1776 G Street, NW came in lower than that charged by other vendors in the same general vicinity. Nearby garages charge between $285 to $350 monthly per space, with an average price of $281 per space. Colonial Parking Inc.’s prices are lower-priced than those of other garages in the area. Based upon a consideration of market prices, as well as comparability of required services, to include accessibility and convenience for disabled employees, the price is found fair and reasonable.

It would be difficult to compete subsequent actions. Parking for employees must consider safety and accessibility. Generally, the garage that offers this is the one below the building where employees work. However, CFPB will continue to do market research to look at options and determine what a fair price is for parking that meets requirements.
