About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure an INDICATOR-TRANSMITT (NSN 7H-6320-014522115) with a quantity of 1 unit, to be delivered FOB Origin. This pre-solicitation notice indicates a specialized procurement requiring engineering source approval from the design control activity to maintain part quality. The government intends to negotiate with a sole source under FAR 6.302-1, emphasizing the need for existing unique design capabilities, engineering skills, and manufacturing/repair knowledge. Interested parties may identify their capabilities and submit proposals within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate responses to determine whether to conduct a competitive procurement, with the ultimate determination of competition solely at their discretion.

This pre-solicitation notice does not have a specific set-aside designation and does not mention incumbent contractors or precise award values. The procurement is not being processed under FAR Part 12 for commercial items, though interested parties can propose commercial alternatives within 15 days of the notice. The contract may be subject to Free Trade Agreements, potentially invoking DFARS clauses 252.225-7036 and 252.225-7021 depending on the final solicitation. The item falls under PSC Category 6320-P for Shipboard Alarm and Signal Systems, suggesting this is a specialized maritime equipment procurement. The current notice represents a market research and capability assessment phase, with the government seeking to confirm the unique sourcing requirements for this specific indicator-transmitter component.
