M-4 Evaluation Factors - Technical Proposal Requirements
The following section of factor 1, Technical Approach, page 62 of 64 in solicitation number HSTS02-08-R-TTC115, is hereby replaced in its entirety. A revised RFP will be posted to this website on or around 03/10/2008 along with the Government?s responses to clarification questions.
The following has been deleted:
?The offeror must show they have a Capability Maturity Model Integration (CMMI) certified level of 3 or better, or and equivalent International Standards Organization (ISO) 9000 Series certification (in writing from a recognized, certifying entity)?
The following is hereby incorporated into this factor:
The ?team? or teaming effort (team is defined as the prime SDVOSB contractor and any subcontractors proposed to accomplish the requirement;) must show they have a Capability Maturity Model Integration (CMMI) level 3 certification or better, or equivalent International Standards Organization (ISO) 9001:2000 Series certification (in writing from a recognized, certifying entity).
If the prime offeror is not the holder of the required certification(s) they must ensure that the staffing plan identifies those key personnel that hold the CMMI level 3 or ISO 9001:2000 series certification(s) and will be performing on the contract.
In accordance with FAR clauses 52.219-14 ?Limitations on Subcontracting (Dec1996) and 52.219-27 ?Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (MAY 2004)? at least 50 % of the cost of personnel for contract performance will be spent for employees of the concern.

This RFP is set aside 100% for SDVOSB and is for Independent Verification and Validation Services (IV&V). Currently, there is not a specific NAICS code assigned to IV&V services. However, the following codes may be applicable; 541614, 541611, 541990, 541690.
This requirement shall acquire IV&V services in support of eight critical transportation vetting programs as well as any future programs requiring IV&V services. These IV&V services include IV&V Management, Requirements IV&V, Design IV&V, Code IV&V, Unit Test IV&V, Integration Test IV&V, System Test IV&V, Regression Test IV&V, Parallel Test IV&V, Performance Test IV&V, Performance IV&V, Installation Test IV&V, Operations and Maintenance IV&V, Operations IV&V, Maintenance IV&V, Compliance IV&V, Documentation IV&V, Program IV&V and Acquisition IV&V.
