About this opportunity
Naval Sea Systems Command issued a sources-sought notice on Jul 23, 2026, for improved maintenance, sustainment, and training solutions for its Unmanned Surface Vessel fleet, with responses due by Aug 6, 2026. The Navy seeks to establish a vendor-agnostic sustainment framework capable of scaling across multiple USV platforms with five-year lifecycles, moving away from the current hand-tailored, vendor-dependent support model that constrains operational readiness and scalability.
The Navy's objective is to prototype and operationalize standardized procedures for O-level maintenance, corrective maintenance support requests, platform-specific data management, fleet-wide training curriculum aligned with Joint Qualification Requirements, and agile lifecycle management processes. The intended outcome equips Fleet personnel and government support organizations to conduct maintenance and operations with minimal-to-no vendor support, enabling long-term independent readiness across the evolving USV fleet.
Interested contractors should reference matac.org for additional details and should submit responses by Aug 6, 2026. The work falls under NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences).
Notice text
Request for Solutions: The Navy desires to establish an enduring, self-sufficient operational and sustainment model for its rapidly evolving fleet of Unmanned Surface Vessels (USVs).
Purpose: The Navy is acquiring multiple new USV platforms with short lifecycles (approx. 5 years), but Fleet units lacks an agile tool to establish and manage the organic training, maintenance scheduling procedures, and sustainment readiness knowledge to operate these systems independently. The current hand-tailored, vendor-dependent support model is not scalable for the rapid introduction of new platforms, creating a significant readiness gap and risk to operational effectiveness.
Background and Summary: The objective is to prototype and operationalize a vendor-agnostic sustainment and training framework for multiple USVs platforms. This project will develop, validate, and institutionalize standardized O-level maintenance procedures, capture execution procedures, corrective maintenance support request, distinguish and separate data between/among platforms, a fleet-wide training curriculum and Joint Qualification Requirement (JQR), and agile lifecycle management processes. The goal is to equip Fleet personnel and government support organizations to conduct maintenance and operations with minimal-to-no vendor support, enabling long-term, scalable readiness.
