The IFM units are used to provide automatic frequency set-on countermeasures techniques based on pre-programmed signal library. The ISRFS are used to generate a highly stable, modulated radio frequency (RF) signal. The RIMS unit characterizes the RF environment by measuring incoming radar pulse parameters such as, but not limited to, frequency, pulse width, pulse repetition interval, amplitude and modulation. Both the IFM and ISRFS are installed in a Government designed Technique Control Modulator that is used to evaluate U.S. Weapons systems and to train Fleet operators. Pricing of the IFM, ISRFS and RIMS units shall be on a fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) basis and pricing for the Engineering, Technical and Repair support services shall be on a time and material basis. Contract award may be made on a First Article Required or First Article Waived basis for the IFM, ISRFS and RIMS. The Government reserves the right to waive First Article for IFM, ISRFS and RIMS that have been previously delivered by an offeror and accepted by the Government within the last two years. A minimum of 1 unit will be ordered at contract award, and a maximum of 725 units total between the IFM, ISRFS and RIMS may be ordered over the five-year period of performance. Delivery of all units shall be FOB Destination to Naval Air Station, Point Mugu, CA beginning no later than 300 days after the effective date of the delivery order at a rate no less than 4 units per month.
